NORTHWEST NOTES
Editors of the state will be
welcomed in Portland September
21, 22 and 23, when the annual
meeting of the Oregon State Ed
itorial Association will be held.
The convention will meet in the
auditorium of the Portland Com
mercial Club. The Portland
Press Club plans a special enter
tainment for visiting scribes.
Oregon fruit districts, and this
includes about all the state, are
looking forward to apple shows
this fall. The best exhibits will
be forwarded to the All-Oregon
show at Portland November 16
17. Points outside of Oregon,
also, will have displays of apples
at this show, making a collection
of fruit that will be well worth
visiting.
Tri-county development for
Morrow, Sherman and Gilliam
has been discussed by the special
Portland Commercial Club com
mittee the past week and a con
vention will be called for some
time this fall or winter, proba
bly at Arlington. A special farm
demonstration train will be run
through the three counties, call
ing attention to the opportunities
for improved agricultural meth
ods and diversified farming.
Prizes will be offered by the
committee for the best products
resulting from the new treat
ment of the soil, and tne Port
land people will co-operate in
making the Tri-County Fair,
planned for the fall of 1912, a
success.
Senator Bourne announces he
has the appointment of one
principal and three alternates to
the United States Naval Acad
emy at Annapolis. Arrange
ments have been made whereby
Dr. W. T. Foster, president of
Reed Institute, will direct the
qualifying examination. Exam
inations will be held Saturday,
October 14, at 9 a. m., at the
Reed College building, Eleventh
and Jefferson streets, Portland.
Candidates must be between the
ages of 16 and 20, and will be
given a strict physical examina
tion in additoon to the mental
test Candidates will be exam
ined in the following subjects:
English, United States History,
Geography, Arithmetic, Algebra
and Geometry. Dr. Frank Lox
ley Griffin, professor of mathe
matics in Reed College, will as
sist Dr, Foster in the qualifying
testa. Those having the highest
averages will receive appoint
ment But one day will be given
for the tests.
Two important traffic excur
sions have just been mapped out
by Portland business men to in
terior points, which will bring
the metropolis into closer touch
with the state. The first is to
' Klamath Falls, where a special
train will be run, and the other
is to Burns. Each junket will be
made up of prominent men,
heads of firms in most cases, and
will have for it3 object the bring
ing about of closer relations
through getting better acquaint
ed with the outside territory.
The special train to Klamath
Falls will leave Portland Septem
ber 26, returning September 29.
Stops will be made at the follow
ing cities: Albany, Grants Pass,
Medford, Ashland, Klamath
Falls, Eugene and Corvallis. It
will be known as the Three-Day
Oregon Excursion. The trip to
Burns will follow it, the excur
sionists leaving September 30,
going as far as IJedmond by
rail, where they will take autos
for Bend and on to Burns. At
the latter place the meeting of
the Central Oregon Development

water spurt up eight or ten Inches
from the mouth of the fountain, al
lowing the thirsty to drink direct
from the stream, so that no cup Is
necessary. This method will no
doubt comply with the law and also
le highly sanitary, but It would
seem that It might le necessary to
supply napkin or towels after a
wrestle with the spurting water.
However, the railroad company
ha no doubt adopted the beet
method It could under the circum
stances. City Gives Picnic
Not many municipalities give pic
nic for campaign purpose. Hut
uch a novel method wa employed
recently by Seattle to arouse Inter
est In a big bond Issue that I to be
voted on for the extension of the city
water system. Arrangements were
made to take the people to I'edar
Mver, where extensive improvements
are under way. Two thousand peo
ple went on the excursion. Itesldes
learning a great deal about one of
the finest municipally owned water
system In the world, they had an
excellent outing In the hills.
Woodmen Dedicate New Home
The new log home of White Siilm
on Camp No. 001, Woodmen of the
World, was dedicated last week by
I 1. lloak. of Denver, Colorado, head
consul of the order, assisted by the
o Ulcers and team of Multnomah
Camp, No. 77, of Portland.
The new home Is of the bungalow
type and very artistic, being built of
upright logs of fir. Besides n very
large and commodious lodge room,
It ha a women's parlor, a banquet
hall and kitchen. The Hood Klver
orchestra furnished music for the
dancing in the evening.

on April 4. 1911. and are subject to a penalty of 10
per cent and interest at tne rate or iz per cent
per annum until they shall have been paid.
Anv day after the expiration of six montha
after the taxea charired airainst the following real
property are delinquent the Sheriff is authorized,
upon demand of any person making application,
to issue to them a certificate of delinquency upon
payment of the taxea. penalty, interest and cont
of advertising.
Certificates of delinquency shall bear Interest
from the date of issuance until redeemed at the
rate of 15 per cent per annum.
