The City Administration
The clash of authority in the
city administration is to be re
setted, but it must be admitted
by those who are unbLsed and
have familiarized themselves
with the facts, that Mayor Hart
wig's position, and that of the
councilmen who have supported
him. is correct."
The attitude of the opposition
is untenable from all points of
view. From a legal aspect be
cause it is in direct contravention
to the city charter and the provis
ions of the state code; from a
political standpoint because the
officer whom a faction of the
council is trying to appoint, op
posed tne mayor's election and
therefore should not be corlsid
ered eligible to the office. And
for the further reason that the
action is contrary to all courtesy
and precedent in its application
to the appointing power of an
executive officer.
The charter provides for the
appointment of the city attorney
by the mayor, and he has always
been so appointed. It nowhere
vests this power in the council.
The latter ha its redress in re
fusing to confirm the appoint
ment, as in all legislative bodies,
but it cannot appoint by ordi
nance, contract or otherwise.
There are a number of reasons
why this is so, but it is unneces
sary to go into them other than
to sav that such an ordinance or
contract is contrary to the funda
mental principles governing ap
pointment of public officers, one
of which is the power of re
moval. This provision, among
others, considered as necessary
for the protection of the public,
would not only become void if
the passage of the ordinance was
declared valid, but the operation
of the measure would be to su
persede sctions of the city char
ter, which neither it nor the
council has any authority to do.
The transactions and discussions,
therefore, attending its intro
duction into the deliberations of
the council, from a legal aspect
are idle and unwarranted.
The right of an executive to
name appointive officers has been
held inviolate from the President
down, whether confirming bodies
have been of his party or in ac
cord with his policies, since the
framing of national, state and
city constitutions. It cannot be
looked upon, then, in any other
light than as highly presump
tion on the part of the members
of the Hood River city council to
endeavor to overthrow this long
established prerogative and
usurp the power of the mayor.
Mayor Hartwig was legally elect
ed by a majority of the voters of
Hood River. He is, therefore,
entitled to exercise the powers of
his office and is also entitled to
the operation of precedent and
long-established political courtesy
recognized in all justly-minded
legislative bodies.
As the council refuses to con
firm the mayor's appointee, the
proper procedure is for him to
continue to name appointees un
til one that i3 acceptable to both
himself and the council is se
lected. From a just point of view it is
not the mayor who is blocking
progress in the city's affairs, if
such is the case, but what may
be fairly termed an element that
is opposed to the legal adminis
tion of the mayor's duties and
the affairs of the city generally.
Receding from his choice of an
appointment for city attorney,
Mayor Hartwig presented an
other name to the council Mon-
evasion of the law and, evidently,
a subterfuge to employ Mr. Der
by indefinitely regardless of the
provisions of the city charter.
If employed on this basis, he and
the citizens he is empowered to
employ can spend several years
on this work if the taxpayers
allow them to do so.
There is, however, no author
lty for allowing compensation
for these services unless the
councilmen see fit to assume it
themselves.
The- disregard of all consti
tuted authority in this and other
affairs of the city, as evidenced
by the transactions and the fi
nancial report recently made by
the auditors employed, is not a
record on which the men who are
responsible for it can look with
either pride or self-respect, and
continuance of such a policy can
have but one ending - a public
distrust, eventually destructive

people. Proceeding on this prop
osition geometrically stated, the
Washington State College, of
Pullman, has organized special
classes in cooking for farm wom
en, in an effort to make the peo
ple of Washington happier. The
Domestic Economy and Exten
sion Departnents are cooperating
in the work. That it fills a
demand is evidenced by the fact
that women drive in long dis
tances from farms every week to
attend the classes. All the prob
lems of food preparation are
taken up and demonstrated. It
is expected that this instruction
will be extended to all parts of
the state before long."
We didn't suppose that farm
ers wives had to be taught to
cook. It has been our experi
ence that it is the ctty bred girl
that needs instruction in this
line.
Ed.torial Comment
The events of the past week
illustrate in a striking way the
advantages of the Oregon cli
mate. The first was the plant
ing of roses in Portland parks on
Washington's Birthda;, and the
second was the Multnomah Club
swim in the ocean at Gearhart
last Sunday. Such stunts as
these call attention to the mild
winters of the Northwest an ' at
tract people here trom the fiigid
east.
Tom Richardson, father of the
Oregon Development League,
who was active for years in pub
licity work in this state, has ac
cepted an invitation to visit Bal
timore from March 6th to 20th,
at a large salary, to advise the
Greater Baltimore Committee
and assist in raising a promotion
fund of $500, fXX). This money
will be used in bidding for trade
in the south. Mr. Richardson
will return shortly to Oregon,
but will make addresses in a
number of eastern cities in the
spring.
Congres.s has finally decided to
give Pacific Coast coal a show.
Heretofore, the Navy Depart
ment has shipped large amounts
of eastern coal around Cape Horn
every year. This cost a lot of
money. All the while Washing
ton state mines have had an
abundance of fuel, but the pow
ers said that Northwest fuel was
not suited to their needs. N w
Representative Underwood lias
exploded this claim by expert tes
timony. The new naval apj ro
priation provides that no part of
it shall be spent for hauling coal
A suggestion comes from Polk
county that people of the whole
state might adopt with profit.
A family recently came there
from the east, bought a farm
and intended to live there per
manently. After a time they
sold their land and returned to
the east. The reason was that
nobody visited them, their neigh
bors did not s em to know of
their existence, and the newcom
ers quit the state in disgust.
The Dallas Itemizer has the right
idea when it says: "If you want
newcomers, make them feel at
home."
The first organized party of
settlers to come to Central Ore
gon by the new railroad now in
operation into the interior, ar
rived during the past week and
took possession of the Baldwin
ranch of 30,000 acres at Hay
Creek, which they have bought.
There were twenty-five in the
party, which traveled in a special
car from the east. The new-
ccmers will oegin the develop
ment of their property at once,
and the big ranch will be cut up
into small farms in order to
bring it up to the maximum of
production.
Officials of the Oregon De
velopment League, who had
worked for the passage of the
bill providing for a state immi
gration commissioner, were non
plussed when Governor West
announced last week he would
veto the measure. They suc
ceeded, however, in inducing
him to change his mind by waiv
ing any claim to the $25,000 ap
propriation the bill carried, so
that the law will give the state
the benefit of the United States
Immigration Bureau work in
placing desirable immigrants on
the Oregon lands.
