GEO. T. COCHRAN VISITS HOOD RIVER Geo. T. Cochran of La Grande, Or., Republican candidate for superinten dent of water division No. 2, Is visit ing Hood River today in the interest of -his candidacy. This office Is a new one on the ticket at this election and has to do with Irrigation. The last legisla ture passed ii law known ns the Water Code for the settlement and OKU. T. KH llltAS Republican nominee for division Sup erintendent of Water, llvl-. slon No. 2. administration of water rights. Pro ceeding under this code a whole stream Is adjudicated ut one time. The rights are settled once and for all. Thereafter your title to water Is a matter of record. The duties of the office are of a Judicative nature so far as the set tlement of the rights are concerned, and ministerial in nature thereafter in so far as the regulation of the va rious ditches Is concerned. This regulation Is done through the at pointing of water masters for the several streams, who have authority to apportion the water. For the judicial duties the ollice demands a lawyer and Mr. Cochran Is well equipped and qualified. Here was a nice quandary for the authorities. Evidently It was a most fearful thing to receive a tree from abroad, and yet the consignee was capable of getting some one Into very serious trouble if be did not get his tree, and he said he must have It with in forty-eight hours. Some one at the custom bouse soared above the difficulty. The tree was sent on to Stamboul on the Orient express, an eight hours' journey. It came back to Adrlanople by tbe nest train, and the person for whom It was intended received a notice that "a tree from Constantinople" bad arrived for him and would at once be bonded over to his messenger. So the wretched little Bulgarian tree bad become a Turkish one, brought from Constantinople, and by that means It satisfied officialdom and serv ed Its purpose In tbe end. Gladiators.
