this space at my disposal for an open
letter expressing my views as to the
conduct and handling of the business
which belongs or may belong to the
office of county surveyor, for which
I am a Itepublleau candidate at the
primary. Sept. l'4th.
First, 1 beg leave to state that my
knowledge of politics Is very limited
conspicuous by Its absence would
perhaps be the letter phrase. Such
knowledge, however, Is not neces
sary to the function ol an engineer,
and I doubt If you require a poli
tician for your county surveyor.
LAN I) SURVEYS,
Regardless of the many voluminous
text books on the subject of land
surveys, there Is only one way to
conduct such work, and that is In
accordance with the L'nlted States
government lustructlous. I expect,
therefore, to make all legal sun-divls-
lons In strict accordance with the
government manual, which Is pre
pared In conformity with law, under
thellrectlon of the Commissioner of
the General Land Office at Washing

One of my fellow candidates stated
In a published Interview bis views
that charges have been too high In
the past. I quite agree with him, as
It Is a matter of jersonal knowledge
with me that charges In many cases
have been much too high, if not exor-1
bltant. The compensation of county
work Is. of course, fixed bylaw. In I
private work the engineer is entitled I present
to a reasonable fee for his services,
commensurate with his skill, as his
education has to be fully as great as
the lawyer, doctor or surgeon. I am
willing to guarantee as rapid anc
accurate a piece of work In any given
case, and at as low a price as it can
be handled by any reputable engl
neer. In the considerable amount o
work I have had thus far, charges
have been uniformly low, and satis
factory to the men paying them
with one exception, namely: The
survey of a portion of the W. s.
Crupper estate on the west side,
1 his survey was not ol a regular
sub-dl vision, and the seller and buyer
had to determine the boundaries of
the tract after 1 arrived on the
ground, which made the work cost
more than necessary on account of
this delay to me. I was employed
by I'hll Carroll to do this work,
and refer you to him as to the facts

I make a firm stand for good
roads, a matter second to none us
regards the future of this valley arid
county. If I shall be called upon for
advice or work on roads, my posi
tion will be unequivocally for per
manent construction of hard stone
macadam. I favor two miles of per
manent road rather than three or
four miles of makeshift road, arid
narrow roadway for a longer dis
tance ruther than a wide one of less
length. Design of cross section to
vary according to condition of sub
soil, and to be of such a nature as to
permit the greater portion of tht
work being done with men and

high on steep grades, to provide lat

I favor the proper oiling aud main
tenance of permanent roads to safe
guard the Investment already made
In building them, and recommend,
furthermore, the rapid building of
such permanent roads, so far as
ways and means will permit.
As regards the proposed water
grade road to Upper Valley, I am
heartily lu favor of such a road, so
soon as ways and means will permit
or its construction, I favor new
roads where needed and am prepared
to locate them on as light grades ks
the country will permit. As a rail
road engineer. 1 am prepared to lo
cate electric lines, make estimates of
cost, aud take charge of the con
struction. As a former orchardlst, 1
am prepared to stake and plat
orchards and make plans for water
supply, Irrigation or drainage.

While already having a city engi
neer, it may in. possible that some
city work will come my way In the
future. Therefore, It may not be
amiss for me to say that I favor us
quick a settlement of the city water
question as may be practicable, a
matter which Is no doubt receiving
the attention of much wiser heads
than mine, and recommend an abun
dant supply of pure water under
good pressure, whether furnished by
company or a municipal
plant, and if the latter, whether
from pumping plant. Tucker's spring
or other source, but most emphat
ically, purity, abundance una pres
sure. It will never be my function
to take part In any controversy, but.
when such be settled. If I am called
upon for advice or work I shall be
prepared to handle It.
1 am In favor of permanent hard
surface paving throughout the city
beginning with the inula blocks, so
soon as water pipes are down, and
of the placing of all wires under
ground, If practicable to do so at
this time; the early and final estab
lishing of all city lines and grades
where not already fixed, and the
making of a correct map of the city
limits, from precise surveys, Is a ne
cessity which should not lie put off
too long.
I.t me sny that the government
corners and other marks should
never be dlsturlied, in fact It should
Is; against the law to tamper with
them. This, of course, does not pre
clude the piling of stones about such
corners for their easy location.
All notes of surveys made, or to be
made by me, will le open for Inspec
tion at all times, and will tie at the
call of the city and county for their
use In making future maps.
I am prepared to give the ofllce my
full attention and will look for your
vote on Septemls-r 24th.
