Notice is hereby given that a ballot title for a referendum petition has
been prepared by the District Attorney and has been filed with the
Elections Officer of Clatsop County, Oregon, on July 11, 2022. An
elector may file a petition for review of this ballot title in Clatsop
County Circuit Court no later than 5:00 p.m. July 20, 2022 (the sev-
enth business day after the title is filed with the County Clerk) pur-
suant to ORS 250.195. An elector filing a petition with the circuit court
must also file written notice of that filing with the Clatsop County Elec-
tions Department, 820 Exchange Street, Suite 220, Astoria OR
97103, no later than 5 p.m. the next business day following the day
the petition is filed.
Caption: Repeals Clatsop County Ordinance 22-05
Question: Shall Clatsop County repeal Ordinance 22-05 which al-
lows short-term rentals in specific zones in unincorporated Clatsop
County?
Summary: Before 1991, short-term rentals (STRs) operated in unin-
corporated parts of Clatsop County. Since 1991, the County has
collected transient room tax from STRs. Since 2003, Clatsop County
established and periodically updated STR operating standards for
the unincorporated areas.
In 2021, the County realized the Code did not specifically permit
STRs in unincorporated zones except in Arch Cape Rural Community
Residential. Currently, no new STRs are permitted outside of Arch
Cape and those STRs currently operating outside this area can only
do so until their 5-year permit expires.
In June 2022, the County adopted Ordinance 22-05, permitting STRs
in single family dwellings in 16 unincorporated zones. This allows
permitted STRs outside of Arch Cape to continue to operate.
The County is currently in the process of considering limits (caps) on
the number of allowable STRs in unincorporated zones.
This measure seeks to repeal Ordinance 22-05, revoking the author-
ization of all unincorporated STRs outside of Arch Cape. If this meas-
ure passes, the County may lose an estimated $700,000 per year in
tax revenue.

CALL FOR BIDS - PUBLIC WORKS IMPROVEMENT
Sealed bids will be received up to the hour of 2:00 PM, local time, on August 11, 2022 by Jeff Harrington,
Public Works Director, at his office, third floor, City Hall, 1095 Duane, Astoria, Oregon 97103, for the fol-
lowing work:
OR202 (West Marine Drive/Olney Avenue) Watermain Replacement Project
PROJECT DESCRIPTION
The intent of this contract is to replace the existing watermain in OR202 (West Marine Drive/Olney Avenue)
between Alameda Avenue and 5th Street with a new HDPE watermain. The project is planned to be com-
pleted before a subsequent Oregon Department of Transportation (ODOT) roadway improvement project
in the same location. OR202 is an ODOT facility. The following is a summary of the major elements of
Work that are to be provided by the Contractor.

be 90 days from Notice to Proceed.
A mandatory pre-bid meeting will be held on July 26, 2022, at 10:00 AM, local time, in the City Council
Chambers, 2nd Floor, City Hall, 1095 Duane Street, Astoria, Oregon, 97103. A project site tour will fol-
low the pre-bid meeting. Bids will be accepted only from bidders attending the pre-bid meeting. If
a bid is submitted by a contractor having not attended the pre-bid meeting, it will not be accepted
and will be returned unopened.
Any bids received after the above specified time will not be considered. The carrier, including the United
States Postal Service, is considered an agent of the bidder.
Solicitation Documents may be reviewed and/or obtained from the City Engineer’s Office, Astoria
City Hall, 1095 Duane Street, Astoria, Oregon, 503-338-5173. A non-refundable fee of $250.00 will
be charged for a paper copy of these documents.
Questions regarding the project during the bid period shall be submitted to Cindy Moore, P.E., City of As-
toria via phone at 503-338-5173 or email at cmoore@astoria.or.us.
Bids will be publicly opened and read by the Public Works Director at 2:00 PM, local time, on August
11, 2022 in the Astoria City Council Chambers. All bids must be accompanied by a certified check, a
cashier’s check or bid bond in an amount equal to at least 5% of the total bid.
If the total bid exceeds $50,000.00 the contract will be subject to Prevailing Wage Statute ORS 279C.800
to 279C.870. The contract is NOT subject to federal prevailing wage rates under the Davis-Bacon Act (40
U.S.C. 3141 et seq).
Prequalification of bidders is required. Forms may be obtained from the Engineering Division Office, 1095
Duane Street, Astoria, OR 97103, (503) 338-5173. Prequalification applications must be received at the
above location no less than seven (7) calendar days prior to bid opening. Required minimum prequalifi-
cation class(es) of work for the Contractor (or Contractor in combination with proposed subcontractor(s))

Prior to submission of its bid, bidder shall be registered with the Oregon Construction Contractor’s Board

for public works in Oregon.
This project is funded in part with Coronavirus Local Fiscal Recovery Funds.
