The City received a grant for $50,000 from the Oregon Community Development Block Grant program.
This program, administered by Business Oregon Infrastructure Finance Authority, provided grant funds to
cities and counties to upgrade public infrastructure, develop community facilities and provide essential
services to the workforce and your citizens. With this grant, Clatsop County and cities within the County
were able to distribute approximately 5,500 lbs of PPE to frontline workers.

The City of Astoria, in partnership with Clatsop County, is completing a 2020 Community Development
Block Grant from the Oregon Business Development Department for COVID Personal Protective Equip-
ment (PPE) and Testing. Community Development Block Grant funds come from the U.S. Department of
Housing and Urban Development.
Notice is hereby given that the City of Astoria intends to purchase a
new fire engine through an interstate cooperative procurement es-
tablished by the Houston-Galveston Area Council (H-GAC) with
Pierce Manufacturing in Appleton, WI. In accordance with ORS
279A.220. The aggregate purchase is not to exceed $768,338.00.
This new fire engine will replace a 1999 Central States/HME fire en-
gine. It is estimated that it will take 24 to 28 months to receive the
new fire engine and the Central States/HME fire engine will have
reached the end of its service life as an emergency response vehicle
and it will be falling out of NFPA compliance.
The purpose of this notice is to provide information to the public and
to invite interested persons an opportunity to submit written com-
ments. Any person may submit comments specific to this notice within
seven days of the date of this public notice. Written comments shall
provide a detailed statement of the legal and factual grounds to sup-
port such comments. The comments shall demonstrate how the pro-
curement process is contrary to law, and the relief expected.
Comments received shall be handled pursuant to OAR 137-046-0470;
ORS 279A 225; and ORS 279B 400 through 279B.425.
Written comments must be delivered to Daniel C. Crutchfield, Fire
Chief, 555 30th St. Astoria, OR 97103, no later than 2:00 pm June
25, 2022.

The City of Astoria Planning Commission will hold a public hearing
on Tuesday, June 28, 2022 at 5:30 p.m. in the Astoria City Hall, Coun-
cil Chambers, 1095 Duane Street, Astoria. The purpose of the hear-
ing is to consider the following request:

Amendment Request (A22-01) by Community Development Di-
rector to amend the Astoria Development Code as required by
Oregon Revised Statutes (ORS) 92, 197, 215 & 227 and imple-
ment suggested changes as recommended by the 2019 Clatsop
County Housing Strategies Report, to expand opportunities for
“middle housing” and other housing types; reduce minimum lot
size requirements; remove maximum lot coverage limits; estab-
lish minimum density standard for certain types of development;
streamline the review processes for certain housing projects;
right-size parking requirements for housing projects; and clean
up outdated or inaccurate language in the Development Code,
City Wide.
