OF THE SEASIDE ROAD DISTRICT
CITY OF SEASIDE, OREGON
A public meeting of the Budget Committee of the Seaside Road Dis-
trict, Clatsop County, State of Oregon, to discuss the Budget for the
fiscal year July 1st, 2022 to June 30th, 2023, will be held in Seaside
City Hall, 989 Broadway. The meeting will take place on MAY 4th,
2022 at 6:00 PM. The purpose is to receive the budget message
and document of the District, and to receive comments on the budget
from the public.
A copy of the budget document may be inspected or obtained on or
after April 25th, 2022 at the Seaside Library, 1131 Broadway, or City
Hall, 989 Broadway, between the hours of 8:00 AM and 5:00 PM.
This is a public meeting where deliberation of the Budget Committee
will take place. Any person may appear at the meeting to discuss the
proposed programs with the Budget Committee.

The City of Cannon Beach is seeking firms to provide engineering,
design and construction management services for a water resiliency
project funded through a loan from Business Oregon. The consultant
selected through this proposal process will be asked to provide engi-
neering and construction plans, a construction cost estimate, as well
as construction management of the work performed and administer-
ing the funding and loan reporting requirements.

The City of Cannon Beach intends to upgrade its community water
reservoirs to mitigate potential consequences associated with earth-
quake and/or tsunami events. This capital project has been defined
as “Water Resiliency – Seismic Valving”, and project details are de-
scribed in the RFP. Also included in this RFP are a preliminary engi-
neering Scope of Services, and a list of desired qualification
requirements for engineering firms.
The City has three water storage reservoirs. Each of these will be im-
proved as part of this project, and a seismic valve will be added to
each.

There will be a mandatory site tour and pre-proposal meeting
held on April 26, 2022, at 2 p.m. at Cannon Beach City Hall, 163
E. Gower. The tour group will meet at City Hall and navigate to the
site together. The purpose of the meeting is to share information and
answer questions about the project. Anyone or any firm intending
to submit a proposal must have a representative at this meet-
ing.

Box 368, Cannon Beach, OR 97110. Proposals may be submitted by
hand delivery or by mail. Facsimile or email proposals will not be ac-
cepted. Any proposals received after the designated time and
date will be returned unopened.
The City may reject any proposal not in compliance with all pre-
scribed solicitation procedures and requirements and other applica-
ble law, and may reject any or all proposals in whole or in part when
the cancellation or rejection is in the best interest of the City.
