The City of Astoria, in partnership with Clatsop County, is complet-
ing a 2020 Community Development Block Grant from the Ore-
gon Business Development Department for COVID Personal Pro-
tective Equipment (PPE) and Testing. Community Development
Block Grant funds come from the U.S. Department of Housing and
Urban Development.
The City received a grant for $50,000 from the Oregon Community
Development Block Grant program. This program, administered
by Business Oregon Infrastructure Finance Authority, provided
grant funds to cities and counties to upgrade public infrastructure,
develop community facilities and provide essential services to
the workforce and your citizens. With this grant, Clatsop County
and cities within the County were able to distribute approximately
5,500 lbs of PPE to frontline workers.

The City of Cannon Beach requests Unmanned Aerial
System (UAS) Services for Ocean Shoreline Structures
Cannon Beach, OR, March 23, 2022
The City of Cannon Beach is seeking firms to provide Unmanned
Aerial System (UAS) Services for the mapping of Ocean Shoreline
Structures along the City’s coastal shoreline.
The City of Cannon Beach is located on the North Coast of Ore-
gon near the point where Oregon Highway 26 intersects with High-
way 101, approximately 25 miles south of Astoria. Cannon Beach
is known for its beautiful ocean vistas and beaches.
The City of Cannon Beach has just over three and half miles of
coastal shoreline, with a vary degree of shoreline structural and
non-structural protection. The City of Cannon Beach has over 200
residential structures along the coast and a number of commercial
structures, with many homes and businesses utilizing some form
of shoreline structure stabilization to protect against changing
tides and growing storm surge. The City has recently updated its
Foredune Management Plan and utilizes the developmental and
conditional use permitting process towards managing shoreline
stabilization projects. The City seeks to track the progress of these
shoreline stabilization projects and yearly changes to the shore-
line through UAS Services. The project’s terms of service call for
yearly flights by a UAS licensed pilot in late summer/early spring,
for a period of three years, with a one-time, single consideration, at
the sole discretion of the City, to extend services by written notice,
for up to two more years (five years total), before the expiration of
the contract.

On Monday, April 11, 2022, at 7:00 PM, a Public Hearing will be
held by the Seaside City Council at Seaside City Hall, 989 Broad-
way, to take testimony and render a decision on a proposed ordi-
nance to renew the Downtown Maintenance District, at a linear
foot rate of $10.092032 per front foot for one year.
A joint effort of City Council, City Staff, and a committee consisting
of downtown merchants established the current program for main-
tenance of the downtown core area.
Funds generated by this District pays the contractor for litter re-
moval and sweeping the sidewalks, and a separate contract for
maintaining the planting areas, including replacement plants.
A copy of the proposed ordinance will be available for review at
City Hall.
In order to participate in the comment period for City Council Meet-
ings, participants must register prior to the event. Please complete
