Columbia Memorial Hospital, to expand an existing noncon-
forming utility use by adding a ~40’ tall emergency communi-
cations antenna to the City of Astoria’s water tank site at 170
Skyline Ave. (Map T8N R9W Section 7CD Tax Lot 11300) in
the R-1 (Low Density Residential) Zone. The following crite-
ria are applicable to this request: Astoria Development Code
Articles 2 (R-1 Zone specifically), 3 (Additional Use and De-
velopment Standards), 9 (Administrative Procedures), and 15
(Wireless Communication Service Facilities).
In accordance with Astoria Development Code Articles 9, a deci-
sion on the request will be processed administratively by the Com-
munity Development Department. A copy of the application, all
documents and evidence relied upon by the applicant and appli-
cable criteria are available for inspection at no cost and will be pro-
vided at reasonable cost. All such documents and information are
available by contacting the Community Development Department
