Solar Energy Permit Request (SE22-01) by Larinda Peterson,
Ashenridge LLC, to add a 63.19 KW solar electric rooftop
system at 1144-1154 Commercial St. (Map T8N R9W Section
8CA Tax Lot 4100), in the C-4 (Central Commercial) and Ur-
ban Core Overlay Zones. The following criteria are applica-
ble to this request: Astoria Development Code Articles 3 (C-4
Zone specifically), 6 (Historic Properties), 9 (Administrative
Procedures), 14 (Urban Core Overlay Zone specifically), and
16 (Standards for Small Scale Solar Energy Systems).
In accordance with Astoria Development Code Articles 9, a de-
cision on the request will be processed administratively by the
Community Development Department. A copy of the application,
all documents and evidence relied upon by the applicant and ap-
plicable criteria are available for inspection at no cost and will be
provided at reasonable cost. All such documents and information
are available by contacting the Community Development De-
partment by email comdevadmin@astoria.or.us, by mail at 1095
Duane Street, Astoria, OR 97103, or by phone (503) 338-5183.
Comments from interested parties must be received within 15
days of the date this notice is published. Only those parties who
comment in writing on the proposed development will receive first
class mailed notice of the decision on the permit. The Community
Development Director reserves the right to modify the proposal,
no further public notice will be provided.

Invitation to Bid
Sealed bids for the Matanuska Lift Station Enclosure Project
will be received by Karen La Bonte, Public Works Director, for the
Owner, City of Cannon Beach, at 163 E Gower, Cannon Beach,
Oregon 97110 at 2:00 p.m., Pacific Daylight Time, on February 22,
2022, at which time and place they will be publicly opened and
read aloud. No bids will be accepted after this time. The bid open-
ing will be in person unless government restrictions prevent that
from happening. In that case, the City will arrange for a virtual bid
opening via Zoom.
All bidders shall submit, in a separate, sealed envelope, within two
working hours of the bid opening time, on the bid date, a complet-
ed First-Tier Subcontractor Disclosure Form in compliance with
ORS 279C.370.
In general, the elements of work include, but are not limited to:
To enlarge a garbage enclosure to house a new generator and
remove one parking stall.
•
The structure is to be built to the 2019 Oregon Structural Spe-
cialty Code standards.
•
The structure is regular with no horizontal or vertical irregu-
larities and is approximately 500 Sq Ft.
•
The structure is a one story, category II building with a type
V-B non-rated construction type.
•
The structure has light framed (wood walls) sheathed with
wood with CMU walls surrounding it for a 3 hour fire rating
that is adjacent to an electrical transformer.
•
The structure is a type S-2 occupancy with a wind design
of 135 mph, a seismic category of D-2, and is not sprinkled.
•
Electrical work noted on the architectural drawings is being
handled outside of this bid.

All bidders shall comply with the provisions of ORS 279C.800-870
[workers on public works to be paid not less than prevailing rate of
wage for projects over $50,000.00] and the Federal Department of
Labor’s Davis-Bacon Wage Determination. Contractors submitting
bids are required to be registered with the Construction Contrac-
tor’s Board.
A pre-bid conference will not be held.
Bid security in the amount of not less than 5% of the bid must ac-
company each bid in accordance with the Instructions to Bidders.
The Owner reserves the right to reject any bid not in compliance
with all prescribed public bidding procedures and requirements,
and may reject, for good cause, any or all bids upon a finding of
the Owner that it is in the public interest to do so in accordance
with ORS 279C.395. The Owner reserves the right to waive any
bid irregularities or informalities.
No bidder may withdraw or modify the bidder’s bid after the hour
set for the opening thereof, until after the lapse of 30 days from
the bid opening.
The selected contractor is required to obtain a City business li-
cense prior to start of work.
