All bidders shall submit, in a separate, sealed envelope, within two
working hours of the bid opening time, on the bid date, a complet-
ed First-Tier Subcontractor Disclosure Form in compliance with
ORS 279C.370.
In general, the elements of work include, but are not limited to:
To enlarge a garbage enclosure to house a new generator and
remove one parking stall.

The structure is to be built to the 2019 Oregon Structural Spe-
cialty Code standards.
•
The structure is regular with no horizontal or vertical irregu-
larities and is approximately 500 Sq Ft.
•
The structure is a one story, category II building with a type
V-B non-rated construction type.
•
The structure has light framed (wood walls) sheathed with
wood with CMU walls surrounding it for a 3 hour fire rating
that is adjacent to an electrical transformer.
•
The structure is a type S-2 occupancy with a wind design
of 135 mph, a seismic category of D-2, and is not sprinkled.

All bidders shall comply with the provisions of ORS 279C.800-870
[workers on public works to be paid not less than prevailing rate of
wage for projects over $50,000.00] and the Federal Department of
Labor’s Davis-Bacon Wage Determination. Contractors submitting
bids are required to be registered with the Construction Contrac-
tor’s Board.
A pre-bid conference will not be held.
Bid security in the amount of not less than 5% of the bid must ac-
company each bid in accordance with the Instructions to Bidders.
The Owner reserves the right to reject any bid not in compliance
with all prescribed public bidding procedures and requirements,
and may reject, for good cause, any or all bids upon a finding of
the Owner that it is in the public interest to do so in accordance
with ORS 279C.395. The Owner reserves the right to waive any
bid irregularities or informalities.
No bidder may withdraw or modify the bidder’s bid after the hour
set for the opening thereof, until after the lapse of 30 days from
the bid opening.
The selected contractor is required to obtain a City business li-
cense prior to start of work.

Services
The City of Gearhart is seeking proposals from qualified individ-
uals or agencies to assist with a full range of building official, in-
spections, and plan review services. These services are provided
as an independent contractor.
Request for Proposal documents may be obtained from the City
of Gearhart through the City’s website (www.cityofgearhart.com/
rfps) or by contacting Krysti Ficker, Executive Assistant at krysti@
cityofgearhart.com.
All proposals should be sent, and all questions and correspon-
dence should be directed to City of Gearhart, (503)738-5501 at
698 Pacific Way, PO Box 2510, Gearhart, Oregon.
Proposals can be submitted electronically, regular mail or hand

CITY OF SEASIDE
NOTICE OF PLANNING COMMISSION PUBLIC HEARING
On Tuesday, February 1, 2022 at 6:00 p.m. a public hearing will be
held by the Seaside Planning Commission at Seaside City Hall,
989 Broadway, to take testimony regarding the following item:
22-001V: A request by Terrance Bichsel for a variance to the 45 ft.
maximum height restriction. The subject property is located at 414
N. Prom (T6-R10-S16DC-TL12600) and it is zoned Resort Res-
idential (RR). The applicant intends to build a 54 room addition
to the existing motel that would be five-stories tall and include a
rooftop viewing deck and bar. The property was originally devel-
oped as a 107 room hotel built to the maximum height restriction.
The review will be conducted in accordance with Article 7 and Ar-
ticle 10 of the Seaside Zoning Ordinance, which establishes the
review criteria and procedures for a variance.
A copy of the application, applicable criteria, documents, and ev-
idence relied upon by the applicant are available for review at no
charge. Likewise, a staff report will be available for inspection 7
days prior to the hearing. These materials can be reviewed at the
Community Development Department, 1387 Avenue U in Seaside.
Copies of these materials will be provided at a reasonable cost.
All interested persons are invited to attend the meetings in per-
son or electronically and submit oral testimony in favor or in op-
position to the request. In person attendees are reminded that
face coverings are required at all times. Members of the public
wishing to testify electronically will be able to join the webinar as
an “attendee.” Attendees will be able to view the webinar on an
electronic device or dial-in to listen to the Commission meeting.
Instructions to join the meeting will be posted on the City of Sea-
side website at www.cityofseaside.us or join the Zoom webinar
using meeting ID# 817 4719 0379 so they can offer testimony at
the appropriate time.
During the hearing, individuals that wish to offer testimony will be
recognized by the Chairman of the Planning Commission and they
need to state their name and address for the record before testi-
fying. The Commission will first hear the presentation by the ap-
plicant and then take testimony from any others in favor of the re-
quest, followed by any opposed to the request. Testimony should
be limited to 5 minutes. After that, the applicant will be provided a
chance for rebuttal.
Written testimony is also welcome and it will be forwarded to the
Planning Commission prior to the hearing. If written testimony is
received after the packets are delivered to the Commissioners,
electronic copies will be forwarded to the Commissioners and
hard copies will be provided to them at the time of the hearing.
Comments may be delivered to the Community Development De-
partment located at 1387 Avenue U or mailed to 989 Broadway,
Seaside, Oregon 97138.
Failure to raise an issue during the meeting or in writing or failure
to provide sufficient details to afford the Planning Commission and
the applicant an opportunity to respond to the issue precludes ap-
peal to the Land Use Board of Appeals on that issue. For more
