On Tuesday, January 4, 2022, at 6:00 p.m., a public hearing will
be held by the Seaside Planning Commission at Seaside City Hall,
989 Broadway, to take testimony regarding the following items:
21-086VRD: A conditional use request by Annette O’Connor for
a two (2) bedroom Vacation Rental Dwelling with a maximum oc-
cupancy of six (6) persons regardless of age. The property is
located at 420 13th Ave (T6-R10-16DA-TL7600) and it is zoned
Medium Density Residential (R2). In conjunction with this request,
the applicant is requesting a variance (21-087V) to the rear yard
landscaping requirement. The existing driveway easement cur-
rently takes up more than 50% of the required rear yard. The ease-
ment driveway is used by neighboring property owners to access
their parking areas and the applicant wants to create two off-street
parking spaces for her dwelling unit in the rear yard that will be
accessed from that driveway.
The reviews will be conducted in accordance with Article 6, 7 and
Article 10 of the Seaside Zoning Ordinance which establishes the
review criteria and procedures for a Conditional Use and Variance.
The specific review criterion for Vacation Rental Dwellings is in-
cluded in Section 6.137 of the Ordinance.
21-093VRD: A conditional use request by Chelsea Morrisey for
a two (2) bedroom Vacation Rental Dwelling with a maximum oc-
cupancy of six (6) persons over the age of three, no more than 10
persons regardless of age. The property is located at 450 14th
Ave (T6-R10-16DA-TL01000) and it is zoned Medium Density Res-
idential (R2).
The review will be conducted in accordance with Article 6 and Ar-
ticle 10 of the Seaside Zoning Ordinance which establishes the
review criteria and procedures for a Conditional Use. The specific
review criterion for Vacation Rental Dwellings is included in Sec-
tion 6.137 of the Ordinance.
A copy of the application, applicable criteria, documents, and ev-
idence relied upon by the applicant are available for review at no
charge. Likewise, a staff report will be available for inspection 7
days prior to the hearing. These materials can be reviewed at the
Community Development Department, 1387 Avenue U in Seaside.
Copies of these materials will be provided at a reasonable cost.
All interested persons are invited to attend the meetings and sub-
mit oral testimony in favor or in opposition to the request. Attend-
ees are reminded that face coverings are required at all times.
Written testimony is also welcome and it will be forwarded to the
Planning Commission prior to the hearing. If written testimony is
received after packet information is delivered to the Commission-
ers prior to the hearing, electronic copies will be forwarded to the
Commissioners and hard copies will be provided to them at the
time of the hearing. Comments may be delivered to the Commu-
nity Development Department located at 1387 Avenue U or mailed
to 989 Broadway, Seaside, Oregon 97138.
During the hearing, individuals that wish to offer testimony will be
called to a microphone by the Chairman of the Planning Commis-
sion and asked to state their name and address for the record
before they testify. The Commission will first hear any testimony
from the applicant, others in favor of the request and then any op-
posed to the request. Following that, the applicant will be provided
a chance for rebuttal.
Failure to raise an issue during the meeting or in writing or failure
to provide sufficient details to afford the Planning Commission and
the applicant an opportunity to respond to the issue precludes ap-
peal to the Land Use Board of Appeals on that issue. For more

Amendment Request (A21-04) by Community Develop-
ment Director, on behalf of Astoria City Council, to amend Astoria
Development Code sections to allow Multi-Family Housing as a
Permitted Outright Use in the C-4 Zone and add Parking Require-
ments. Specific Development Code sections proposed for amend-
ment include: Article 2, Multi-Family Dwellings Uses Permitted
Outright (Sections 2.430 & 2.435); Article 7, Minimum Parking
Space Requirements (Section 7.100); Article 7, Special Exceptions
to Off-Street Vehicle Parking Requirements (Section 7.062).

Zoning Map Amendment Request (A21-02) by Larry
Bensel, Rose Tree LLC to amend the zoning designation of 0.04
ac. at 515 15th St (Map T8N R9W Section 8CD, Tax Lots 12500,
12501 & 13600) from R-3 (High Density Residential) to C-3 (Gen-
eral Commercial) to acknowledge existing development. The
