of Commissioners will conduct a public hearing at 6:00 PM on
Wednesday, September 22, 2021, to consider the following:
Ordinance #21-04, amending Article 4. Zone Regulations of the
Clatsop County Land and Water Development and Use Code as
follows:
* Remove tables and restore the original unaltered zoning
district text originally contained in the LWDUO
* Correct spelling and grammatical errors
* Remove the Building Official as the staff person
responsible for determining when culverts are required, as this
role is performed by the County Engineer
* Update citations to the current LAWDUC numbering
* Reformat Article 4 to conform to current LAWDUC numbering
and typeface

sop County Planning Division at 800 Exchange Street, Suite 100,
during normal business hours (M-F, 7:30-4) at no cost, and copies
may be obtained at reasonable cost. A copy of the ordinance will
be available for inspection at the Planning Division at no cost at
least seven days prior to the hearing and copies may be obtained
at a reasonable cost. The ordinance will also be posted on the
Planning Division’s website: https://www.co.clatsop.or.us/landuse.
All interested parties are invited to testify in person by attending
the hearing or in writing by addressing comments to the Clatsop
County Board of Commissioners Chair, 800 Exchange Street,

GENERATORS AT CITY OF SEASIDE FACILITIES
Seaside, Oregon
Written, sealed bids will be received at City Hall, 989 Broadway,
Seaside, Oregon 97138, until 10:00 o’clock AM, September 28,
2021, at which time they will be publicly opened and read. Pro-
posals shall be clearly marked “PROFESSIONAL GENERATOR
MAINTENANCE SERVICES: “CITY OF SEASIDE FACILITIES”
and also show the date and time of bid opening.
The proposals for a qualified professional should be broken out by
site for the maintenance on the various generators. These pro-
posals will consist of a bid schedule, and a list of procedures for
each generator site. These forms will be required as your bid doc-
uments. The Bid Schedule Form can be obtained from the City of
Seaside Website at www.cityofseaside.us or call (503) 738-5511
for a copy of the proposal. Only maintenance and filter changes
are included in this bid, no repairs or improvements will be
performed without City authorization. The facilities that will be

City Hall, Seaside Police Department, Seaside Water Treatment

PROJECT DESCRIPTION
The intent of this contract is to replace a deteriorated sanitary sew-
er main along Cedar Street between 45th Street and 47th Street.
The following is a brief summary of the major elements of Work
that are to be provided by the Contractor.
1. Replacement of sanitary sewer main including removal and
disposal of existing pipe (10-inch diameter).
2. Reconnection of existing sewer laterals (4-inch to 6-inch
diameter).
3. Restoration of concrete curbs, sidewalk, and walkways as
necessary.
4. Restoration of concrete driveway aprons as necessary.
5. Replacement of a concrete ADA curb ramp landing.
Project Substantial Completion shall be 30 days from Notice to
Proceed and Project Final Completion shall be 45 days from No-
tice to Proceed.
A voluntary pre-bid meeting will be held on September 22, 2021
at 10:00 AM, local time, at Violet LaPlante Park, 4560 Cedar
Street, Astoria, Oregon, 97103.
Any bids received after the above specified time will not be con-
sidered. The carrier, including the United States Postal Service, is
considered an agent of the bidder.
Solicitation Documents may be reviewed and/or obtained
from the City Engineer’s Office, Astoria City Hall, 1095 Duane
Street, Astoria, Oregon, 503-338-5173. A non-refundable fee
of $50.00 will be charged for a paper copy of these docu-
ments.
Questions regarding the project during the bid period shall be sub-
mitted to John Edwards, P.E., City of Astoria via phone at 503-
338-5173 or email at jedwards@astoria.or.us.
Bids will be publicly opened and read by the Public Works Director
at 2:00 PM, local time on September 28, 2021 in the Astoria City
Council Chambers. All bids must be accompanied by a certi-
fied check, a cashier’s check or bid bond in an amount equal
to at least 5% of the total bid.
If the total bid exceeds $50,000.00 the contract will be subject to
Prevailing Wage Statute ORS 279C.800 to 279C.870. The con-
tract is NOT subject to federal prevailing wage rates under the
Davis-Bacon Act (40 U.S.C. 3141 et seq).
Prequalification of bidders is required. Forms may be obtained
from the Engineering Division Office, 1095 Duane Street, Asto-
ria, OR 97103, (503) 338-5173. Prequalification applications must
be received at the above location no less than seven (7) calen-
dar days prior to bid opening. Required minimum prequalification
class(es) of work for the Contractor (or Contractor in combination
with proposed subcontractor(s)) for this contract are:

Oregon Construction Contractor’s Board as required by ORS
