CITY OF SEASIDE NOTICE
PENDING PLANNING DIRECTOR DECISION
The Seaside Planning Department has received the following re-
quest:
21-040V & 21-041MIP: A request by Heritage Homes Building
Inc. for a variance that will allow the creation of two new parcels
approximately 3,400 & 4,730 sq. ft. and permit subsequent devel-
opment of two new detached single family dwellings. The subject
property is zoned Medium Density Residential (R-2) and the ap-
plicant plans to divide the subject property at 1010 4th Avenue
(T6-R10-S22BB TL#100 & 5211) as an alternative to developing
a duplex or two attached single family dwellings. The ordinance
would allow two attached dwelling units in accordance with a zero
lot line development but the applicant believes the detached units
are more suited to the character of the existing neighborhood.
The review will be conducted in accordance with Article 7 and Ar-
ticle 10 of the Seaside Zoning Ordinance, which establishes the
review criteria and procedures for a variance. The land division
must conform to the specific procedures in Section 27 and the cri-
teria in Sections 26-31 of the Seaside Subdivision & Land Partition
Ordinance #74-36.
A copy of the application, applicable criteria, documents, and
evidence relied upon by the applicant are available for review at
no charge. These materials can be reviewed at the Community
Development Department, 1387 Avenue U in Seaside. Copies of
these materials will be provided at a reasonable cost.
All interested persons are invited to submit written testimony in
favor or in opposition to the request. Written testimony submitted
by 5:00 p.m., Friday, September 3, 2021; will be considered by
the Planning Director in rendering a decision on the application.
Comments received after this date will not be considered. Com-

PUBLIC NOTICE
UNITED STATES ARMY CORPS OF ENGINEERS
ANNOUNCES THE CORRECTIVE ACTION PLAN FOR UST
SITE 1 AT THE FORMER NAVAL AIR STATION TONGUE
POINT CLATSOP COUNTY, OREGON
The U.S. Army Corps of Engineers (USACE) has completed, and
Oregon Department of Environmental Quality (DEQ) has con-
curred with the Corrective Action Plan (CAP) for cleanup of the
Underground Storage Tank (UST) Site 1 at the former Naval Air
Station Tongue Point, a formerly used defense site near Astoria,
Oregon. DEQ has reviewed and concurs with the USACE’s cor-
rective action plan and concluded that no further investigation is
warranted, and that the corrective actions will effectively address
the petroleum contamination that remain at UST Site 1.
The CAP presents the site characterization and conceptual design
for mitigating a petroleum release at the shoreline, which creates
a sheen on surface water. The CAP and conceptual design are
based on past corrective actions, previous investigations, and the
predesign investigation completed in September 2020. The CAP
documents the evaluation of multiple receptors for exposure to pe-
troleum-related compounds in soil, groundwater, soil gas (indoor
air), surface water, and sediment. All site media were evaluated
and found to have no adverse effects and no unacceptable human
health risks. USACE followed the Defense Environmental Resto-
ration Program requirements to investigate and evaluate related
petroleum sites and prepared the CAP pursuant to OAR 340-122-
0250. The corrective action is required to mitigate the sheen on
surface water per Oregon’s statewide water quality narrative OAR
340-041-0007(12).
The CAP with supporting information comprises part of the UST
Site 1 Administrative Record. The Administrative Record is a col-
lection of documents that form the basis for the selection of a cor-
rective action at this site. These corrective action documents are
available to the public at the Information Repository.
The Information Repository is housed at the Astoria Public Library,
450 10th Street, Astoria, Oregon. Access to the Information Re-
pository file may be obtained during normal business hours by vis-
iting the Library that is open Monday 9 a.m.-1 p.m., Tues-Thurs 1-5
p.m., and Friday 9 a.m.-1 p.m.

Notice is hereby given that a ballot title for a measure referred by
Knappa School District No. 4 has been filed with the Elections Of-
ficer of Clatsop County, Oregon on August 11, 2021. The Novem-
ber 2, 2021 election will be conducted by mail pursuant to ORS
254.465. An elector may file a petition for review of this ballot title
in Clatsop County Circuit Court no later than 5:00 p.m. August 20,
2021 pursuant to ORS 255.155.
Caption: Bonds to Increase Safety, Security; Construct Updated
Classrooms; Repair Facilities.
Question: Shall District issue $14,000,000 general obligation
bonds to make safety and security improvements, repair schools,
construct facilities, receive $4,000,000 grant? If the bonds are ap-
proved, they will be payable from taxes on property or property
ownership that are not subject to the limits of sections 11 and 11b,
Article XI of the Oregon Constitution.
Summary: Knappa School District No. 4 has been awarded a
$4,000,000 State grant which will be available only if the bonds
are approved.
If approved, this measure would finance capital costs within the
District including:
• Replace existing middle school portables
• Middle school science center to replace existing portable
science center
• Middle school “learning hub” containing library resources,
technology, and group learning spaces specifically for middle
schoolers
• Improved access to mental health
• Construct gym at Hilda Lahti School
• Improved safety and security
• Address critical repairs and maintenance, including roofs,
HVAC systems, electrical systems, plumbing, and weather
sealing of buildings
Citizen committee will review expenditures.
Bonds would mature in 25 years or less from the date of issuance
and may be issued in one or more series. If approved, the average
bond tax rate is estimated to be $2.20 per $1,000 of assessed
value which is less than the average bond tax rate for the bonds
paid off in June 2021 of $2.23. Actual rates may vary based upon
interest rates incurred and changes in assessed value.
