UNITED STATES ARMY CORPS OF ENGINEERS
ANNOUNCES THE CORRECTIVE ACTION PLAN FOR UST
SITE 1 AT THE FORMER NAVAL AIR STATION TONGUE
POINT CLATSOP COUNTY, OREGON
The U.S. Army Corps of Engineers (USACE) has completed, and
Oregon Department of Environmental Quality (DEQ) has con-
curred with the Corrective Action Plan (CAP) for cleanup of the
Underground Storage Tank (UST) Site 1 at the former Naval Air
Station Tongue Point, a formerly used defense site near Astoria,
Oregon. DEQ has reviewed and concurs with the USACE’s cor-
rective action plan and concluded that no further investigation is
warranted, and that the corrective actions will effectively address
the petroleum contamination that remain at UST Site 1.
The CAP presents the site characterization and conceptual design
for mitigating a petroleum release at the shoreline, which creates
a sheen on surface water. The CAP and conceptual design are
based on past corrective actions, previous investigations, and the
predesign investigation completed in September 2020. The CAP
documents the evaluation of multiple receptors for exposure to pe-
troleum-related compounds in soil, groundwater, soil gas (indoor
air), surface water, and sediment. All site media were evaluated
and found to have no adverse effects and no unacceptable human
health risks. USACE followed the Defense Environmental Resto-
ration Program requirements to investigate and evaluate related
petroleum sites and prepared the CAP pursuant to OAR 340-122-
0250. The corrective action is required to mitigate the sheen on
surface water per Oregon’s statewide water quality narrative OAR
340-041-0007(12).
The CAP with supporting information comprises part of the UST
Site 1 Administrative Record. The Administrative Record is a col-
lection of documents that form the basis for the selection of a cor-
rective action at this site. These corrective action documents are
available to the public at the Information Repository.
The Information Repository is housed at the Astoria Public Library,
450 10th Street, Astoria, Oregon. Access to the Information Re-
pository file may be obtained during normal business hours by vis-
iting the Library that is open Monday 9 a.m.-1 p.m., Tues-Thurs 1-5
p.m., and Friday 9 a.m.-1 p.m.
