Notice of Receipt of Ballot Title for the November 2, 2021
Election
Notice is hereby given that a ballot title for a measure referred by
the Cannon Beach City Council to voters at the November 2, 2021
Election has been filed with the City Elections Officer on August 4,
2021. A complete copy of the ballot title which includes caption,
question, and summary as well as the text of the measure is avail-
able from the City Elections Officer.
Any voter may file a petition for review of the ballot title with the
Clatsop County Circuit Court no later than 5:00 p.m. August 13,
2021 (the 7th business day after the ballot title was filed with the
City Elections Officer) under ORS 250.296. The voter must notify
the City Elections Officer (City Recorder) in writing that the petition
has been filed. That notice must be given by no later than 5:00
p.m. on the next business day following the day the petition is filed.
Caption: Tax on prepared food to fund Fire District and City.
Ballot Question: Shall Cannon Beach impose a 5% tax on the pur-
chase of prepared food items?
Summary: This measure would impose a 5% tax on the purchase
of most prepared food items ready for immediate consumption
from businesses within Cannon Beach. The tax would be im-
posed on the customer, collected at the point of sale and remit-
ted to the City by the business. Businesses may keep 5% of the
amount collected to offset costs associated with collecting the tax.
Tax revenue would be used to fund the Cannon Beach Rural Fire
Protection District emergency services and to assist in funding a
new City Hall and Police Station, infrastructure and operations for
the City. First year tax revenue would also be used to fund a grant
program for businesses affected by the tax and operating at the
time of implementation to offset initial costs.

approximately $1.74 million in revenue per year and would primar-
ily be paid for by visitors, spreading the financial burden of pro-
viding essential services across all users –residents and visitors.
Currently, these services are funded primarily by residents.
