Notice is hereby given that the Astoria Community Development
Department has received the following requests:

Variance Request (V21-17) by Matt Phillips from the minimum
5,000 square foot lot size to reconfigure 8 lots resulting in 3
parcels with two parcels of 4,780 sqft each at 780 Clatsop
Avenue (Map T8N-R9W Section 17BC, Tax Lot 09703; Lot 21
to 28, Youngs Sub of Block 9, Olney) in the R-2 Zone (Medi-
um Density Residential). Development Code Standards in
Sections 1.350 (Minimum Standards), 2.060 to 2.095 (R-2
Zone), 3.158 (Legal Lot Determination), Articles 9 (Admin-
istrative Procedures), 12 (Variances), Comprehensive Plan
Sections CP.005 to CP.028 (General Policies), CP.060 to

NOTICE OF PUBLIC HEARING
The Astoria City Council will hold a public hearing on Monday,
August 2, 2021 at 7:00 p.m., in the City Council Chambers at City
Hall, 1095 Duane Street, Astoria. The purpose of the hearing is to
consider the following request:
1.
Appeal (AP21-05) of Historic Landmarks Commission ap-
proval of Exterior Alteration Request (EX21-08) by Corrina
Lyons for multiple window and door alterations at 629 9th
Street (Map T8N-R9W Section 08CC, Tax Lot 06800; South
50’ Lots 3 & 4, McClure’s) in the R-3 (High Density Residen-
tial) Zone. The property is designated as historic in the Hob-
son-Flavel Historic Inventory Area. The appellant appealed
Condition #12 to retain existing window and identified the fol-
lowing items as grounds for the appeal: the change to a larger
window would not destroy the historic character of the house
and is not a character defining feature. Development Code
Sections 2.150 to 2.185 (R-3), Articles 6 (Historic Properties),
and 9 (Administrative Procedures), and Comprehensive Plan
Sections CP.005 to CP.028 (General Policies), CP.040 to
CP.435 (Central Residential Area), CP.240 to CP.255 (Histor-
ic Preservation), are applicable to this request.
