CITY OF SEASIDE
NOTICE OF PLANNING COMMISSION PUBLIC HEARING
On Tuesday, July 6, 2021, at 6:00 p.m., a public hearing will be
held by the Seaside Planning Commission at Seaside City Hall,
989 Broadway, to take testimony regarding the following item(s):
21-032VRD: A conditional use request by Sanchez Seaside
Property LLC for a four (4) bedroom Vacation Rental Dwelling with
a maximum occupancy of ten (10) persons regardless of age. The
property is located at 2675 Sunset Blvd (T6-R10-28BC-TL1001)
and it is zoned Medium Density Residential (R2). In conjunction
with this request, the applicant is requesting a variance (21-033V)
to the front yard landscaping requirement. The current parking
area for the zero-lot line townhome takes up more than 50% of
the required front yard. The applicant wants to maintain the five
existing off-street parking spaces for the dwelling unit (two parking
spaces inside the garage and three parking spaces side by side
in the driveway). The applicant does not plan to alter the current
parking area.
21-035CU: A conditional use request by Steve Olstedt, Cross
Creek Land 1 LLC, for a 72 unit housing development (eight
6-plexes and six 4-plexes) within the General Commercial (C-3)
zone. The vacant property is located north and east of TLC Fed-
eral Credit Union at 2341 N Roosevelt (T6-R10-15BA-TL5800) and
it will be accessed from the existing private road. In conjunction
with this request, the applicant has submitted a Highway Overlay
Zone request (21-036HOZ) and a preliminary subdivision plat (21-
044SUB) that would create a separate lot for each of the housing
units and common ownership of the access and off-street parking
areas. The eastern portion of the property that abuts the Neawa-
nna Creek Estuary Conservation Aquatic (A-2) zone will remain
undeveloped open space. The western portion of the property
abuts N Roosevelt Dr. (Hwy 101) and no new vehicular access is
proposed at this time.
The reviews will be conducted in accordance with Article 6 and Ar-
ticle 10 of the Seaside Zoning Ordinance (SZO) which establishes
the review criteria and procedures for a conditional use. The vari-
ance review will address SZO Article 7 and the Highway Overlay
Zone will address Section 3.400, Appendix G of the Transportation
System Plan. The subdivision review will be conducted in accor-
dance with Article 10.070 of the SZO and the criteria in Section
5-11 of the City’s Subdivision & Land Partition Ordinance.
A copy of the application, applicable criteria, documents, and ev-
idence relied upon by the applicant are available for review at no
charge. Likewise, a staff report will be available for inspection 7
days prior to the hearing. These materials can be reviewed at the
Community Development Department, 1387 Avenue U in Seaside.
Copies of these materials will be provided at a reasonable cost.
All interested persons are invited to attend the meetings and sub-
mit oral testimony in favor or in opposition to the request. Attend-
ees are reminded that face coverings are required and strict so-
cial distancing must be followed at all times. The total occupancy
in the City Hall Council Chambers will currently be limited to no
more than 25 people at any time. Once that occupancy has been
reached, you may be asked to wait outside the building before
being called in to testify. If the Governor moves Clatsop County
into extreme risk, the meeting will be held electronically and infor-
mation will be posted on the City of Seaside website.
During the hearing, individuals that wish to offer testimony will be
called to a microphone by the Chairman of the Planning Commis-
sion and asked to state their name and address for the record be-
fore they testify. The Commission will first hear any testimony from
the applicant, others in favor of the request and then any opposed
to the request. Following that, the applicant will be provided a
chance for rebuttal. Written testimony is also welcome but should
be submitted by 5:00 p.m. on the Thursday preceding the hearing
in order to be included with the information sent to the Planning
Commission. Written testimony received after this date will be
provided to the Planning Commission at the time of the hearing.
Comments may be delivered to the Community Development De-
partment located at 1387 Avenue U or mailed to 989 Broadway,
Seaside, Oregon 97138. Failure to raise an issue during the meet-
ing or in writing or failure to provide sufficient details to afford the
Planning Commission and the applicant an opportunity to respond
to the issue, precludes appeal to the Land Use Board of Appeals
