CITY OF SEASIDE
NOTICE OF PLANNING COMMISSION PUBLIC HEARING
On Tuesday, June 1, 2021, at 6:00 p.m., a public hearing will be
held by the Seaside Planning Commission at Seaside City Hall,
989 Broadway, to take testimony regarding the following item(s):
21-024VRD: A conditional use request by Joseph and Patricia
Wolf for a three (3) bedroom Vacation Rental Dwelling with a maxi-
mum occupancy of nine (9) persons over the age of three, no more
than ten regardless of age. The property is located at 322 7th Ave
(T6-R10-16DD-TL4200) and it is zoned High Density Residential
(R3).
21-026CU: A conditional use request by S Holladay LLC, Ma-
sudur Khan, for a 28 unit apartment complex with 47% compact
parking spaces. The property is located at 407 S Holladay (T6-
R10-21AD-TL15400, 15700, & 16100) and it is zoned General
Commercial (C-3).
21-027CU: A conditional use request by River Run, Masudur
Khan, for a 59 unit apartment complex with 48.4% compact park-
ing spaces. The property is located at 1000 S Holladay (T6-R10-
21AD-TL6500 & 6600) and it is zoned General Commercial (C-3).
These reviews will be conducted in accordance with Article 6 and
Article 10 of the Seaside Zoning Ordinance which establishes the
review criteria and procedures for a Conditional Use. The specific
review criterion for Vacation Rental Dwellings is included in Sec-
tion 6.137 of the Ordinance.
A copy of the application, applicable criteria, documents, and ev-
idence relied upon by the applicant are available for review at no
charge. Likewise, a staff report will be available for inspection 7
days prior to the hearing. These materials can be reviewed at the
Community Development Department, 1387 Avenue U in Seaside.
Copies of these materials will be provided at a reasonable cost.
All interested persons are invited to attend the meetings and sub-
mit oral testimony in favor or in opposition to the request. Attend-
ees are reminded that face coverings are required and strict social
distancing must be followed at all times. The total occupancy in
the City Hall Council Chambers will be limited to no more than 19
people at any time. Once that occupancy has been reached, you
may be asked to wait outside the building before being called in
to testify. If the Governor moves Clatsop County into extreme risk,
the meeting will be held electronically and information will be post-
ed on the City of Seaside website.
During the hearing, individuals that wish to offer testimony will be
called to a microphone by the Chairman of the Planning Commis-
sion and asked to state their name and address for the record be-
fore they testify. The Commission will first hear any testimony from
the applicant, others in favor of the request and then any opposed
to the request. Following that, the applicant will be provided a
chance for rebuttal. Written testimony is also welcome but should
be submitted by 5:00 p.m. on the Thursday preceding the hearing
in order to be included with the information sent to the Planning
Commission. Written testimony received after this date will be
provided to the Planning Commission at the time of the hearing.
Comments may be delivered to the Community Development De-
partment located at 1387 Avenue U or mailed to 989 Broadway,
Seaside, Oregon 97138. Failure to raise an issue during the meet-
ing or in writing or failure to provide sufficient details to afford the
Planning Commission and the applicant an opportunity to respond
to the issue, precludes appeal to the Land Use Board of Appeals
on that issue. For more information, contact Seaside Planning
Director Kevin Cupples at 503-738-7100.
