by Knappa-Svensen-Burnside Rural Fire Protection District has
been filed with the Elections Officer of Clatsop County, Oregon on
February 26, 2021. The May 18, 2021 election will be conducted
by mail pursuant to ORS 254.465. An elector may file a petition
for review of this ballot title in Clatsop County Circuit Court no later
than 5:00 p.m. March 9, 2021 pursuant to ORS 255.155.

Summary: Knappa-Svensen-Burnside Rural Fire Protection Dis-
trict (Knappa RFPD) has provided fire and emergency services to
John Day-Fernhill Rural Fire Protection District (John Day RFPD)
since 2011, by mutual agreement. To provide services more effi-
ciently, the elected Board of Districts of each Fire District now de-
sire to merge John Day RFPD into Knappa RFPD. If approved by
the voters, the result of this merger would be a new larger Knap-
pa RFPD which will serve the territories of both districts at a tax
rate of $1.1839 per $1,000 of assessed value. Currently, John Day
RFPD has a tax rate of $1.1763 per $1,000 of assessed value and
Knappa RFPD has a tax rate of $1.1845 per $1,000 of assessed
value. All of John Day RFPD’s duties, obligations, assets and lia-
bilities would be transferred to Knappa RFPD upon a successful
merger. In order to pass, this merger must be approved by a ma-
jority of electors in both Fire Districts. No other changes in fire and
emergency services are proposed by this measure.
