Sunset Empire Transportation District Announces Availability
of State and Federal Grant Funds
January 20, 2021
Sunset Empire Transportation District (SETD) announces the op-
portunity for eligible parties in Clatsop County to apply for Grant
funding for the 2021-2023 Biennium. Projects eligible for funding
are required to provide transportation services for older adults and
persons with disabilities. Eligible parties include: Cities; Counties;
Transportation Districts; Public or private agencies; Federally rec-
ognized Indian Tribes; Individuals; or any of these joined in coop-
erative agreements.
1. Special Transportation Fund (STF): State STF funds for
Seniors and Persons with Disabilities are allocated to SETD
as the designated STF agency by the Oregon Department
of Transportation. STF Estimated biennial allocation is
$185,867.
2. §5310 Program Funds: Federal funds identified as “En-
hanced Mobility for Seniors and Individuals with Disabilities”,
Estimated biennial grant funds are $278,887. This program
has a match component.
STF and/or §5310 are separate grant programs and have separate
applications. Applications intended for projects in Clatsop County
must be submitted to SETD no later than 5:00 PM on February 8,

Clatsop County Given National Designation of “High Needs” for
Hunger and Homelenssness, Local Board to Distribute Funds
Clatsop County has been awarded $22,366 from the Department
of Homeland Security (DHS)/Federal Emergency Management
Agency (FEMA) under the Emergency Food and Shelter Board
Program to address the changing hunger and homelessness
needs in the county.
The selection was made by a National Board that is chaired by
the U.S. Department of Homeland Security’s Federal Emergency
Management Agency and consists of representatives from Amer-
ican Red Cross; Catholic Charities, USA; National Council of the
Churches of Christ in the USA; The Jewish Federations of North
America, The Salvation Army; and United Way Worldwide.
A Local Board will determine how the funds awarded to Clatsop
County are to be distributed among the emergency food and shel-
ter programs run by local service agencies in the area. The Local
Board is responsible for recommending agencies to receive these
funds and any additional funds made available under this phase
of the program.
Under the terms of the grant from the National Board, local agen-
cies chosen to receive funds must:
1) Be private voluntary nonprofits or units of government
2) Have existing needs-based programming for food-insecure and
unsheltered individuals/families
3) Be eligible to receive Federal funds
4) Have staff and capacity to take on the added responsibility of
this program
5) Have a CPA reviewed annual accounting system
6) Practice nondiscrimination
7) If they are a private voluntary organization, have a voluntary
board.

NOTICE OF PUBLIC HEARING
Due to the COVID-19 Pandemic, public hearings will be conducted
in the City Council Chambers with a limited seating arrangement.

The City of Astoria Planning Commission will hold a public hearing
on Tuesday, January 26, 2021 immediately following the Traffic
Safety Advisory Committee meeting at 5:30 p.m. in the Astoria

purpose of the hearing is to consider the following requests:
1. Conditional Use Request (CU20-09) by Tony Ewing to convert
two dwelling units into an Inn at 1415 Olney Avenue (Map T8N
R9W Section 17CD; Tax Lot 00500; Tideland Frontage to Gov-
ernment, Lot 3, Lying south of Highway 202) in the S-2 Zone.
Development Code standards §2.675 to §2.690, Article 9, and
Article 11, and Comprehensive Plan Sections §CP.005 to
§CP.028 and §CP.060 to §CP.065 are applicable to the
request.
2. Appeal (AP20-04) of Administrative Denial Decision (MR20-
02) by Will Guitierrez to operate a home-based business detail-
ing automobiles at 3349 Irving (Map T8N R9W Section 17BA;
Tax Lot 10900; Lot 3; Block 65; Adair’s Upper) in the R-1 Zone.

1 and 2, Block 2, Taylor’s) in the C-3 Zone and the Uniontown

§CP.035 are applicable to the request.
