INVITATION TO BID
Sealed bids for the Paving Management Program 2020 will
be received and accepted via the online electronic bid services
through QuestCDN vBid (www.questcdn.com) unitl 2:00 P.M., Pa-
cific Standard Time, on August 4, 2020 for the Owner, City of
Warrenton, 45 SW 2nd Street, Warrenton, Oregon 97146, at which
time and place they will be publicly opened and read aloud. No
bids will be accepted after this time. All bidders shall submit, elec-
tronically, separately, within two working hours of the bid opening
time, on the bid date, a completed First-Tier Subcontractor Dsiclo-
sure Form in compliance with ORS 279C.370.
The work for this project will take place in Warrenton and Ham-
mond, Oregon and will consist of, but is not limited to furnishing all
labor, materials, equipment and superintendence necessary for
the following: Furnish and Install a 2” Asphalt overlay to twenty
(20) City streets in Hammond and Warrenton and a 4” overlay to
one (1) street. The work will be accomplished in the Summer of
2020.
Variance Request (V20-08) by Howard and Dayna Collins
from the minimum 20-foot front yard setback to an eight-foot
front yard setback to allow for a deck extension at 771 Erie
Avenue, (Map T8N R09W, Section 18BC, Tax Lot 09200; Lots
23 and 24, Block 47, Taylor’s) in the R-3 (High Density Resi-
dential) Zone. Development Code Standards 2.150-2.185, Ar-
ticles 9 and 12, and Comprehensive Plan Sections CP.005-
CP.025 and CP.030-CP.035 are applicable to the request.
In accordance with Astoria Development Code Sections 3.095,
13.310 and Articles 6, 9, and 12, a decision on the request will
be processed administratively by the Community Development

Proposed Amendment A19-03 / Housing
The purpose of this amendment is to comply with changes in state
law that occurred in 2018, requiring compliance by December
31, 2020. State law mandates that cities eliminate the parking re-
quirements and owner-occupancy requirements currently in the
Development Code. In addition, an Accessory Dwelling Unit must
be allowed anywhere a single family dwelling is allowed. Specific
amendments/changes are being made in the following manner:

through the modification of Accessory Dwelling Unit (ADU)
regulations and housing types
