A VOLUNTARY pre-bid meeting will be held on June 11, 2020, at
10:00 AM, local time, in the Garden of Surging Waves Park, 1153
Duane Street, Astoria, OR 97103.
Any bids received after the above specified time will not be con-
sidered. The carrier, including the United States Postal Service, is
considered an agent of the bidder.
Solicitation Documents may be reviewed and/or obtained from the
City Engineer’s Office, Astoria City Hall, 1095 Duane Street, As-
toria, Oregon, 503-338-5173. A non-refundable fee of $50.00 will
be charged for paper copies of these documents. A PDF of the
documents will be provided via email at no charge, upon request.
Questions regarding the project during the bid period shall be sub-
mitted to Nathan Crater, P.E., City of Astoria via phone at 503-338-
5173 or email at ncrater@astoria.or.us.
Bids will be publicly opened and read by the Public Works Direc-
tor at 2:00 PM, local time on June 18, 2020 in the Astoria Coun-
cil Chamber on the 2nd Floor. If City Hall is still closed due to
COVID-19, the bid opening will be broadcast live in a Zoom meet-
ing, Meeting ID 821 3161 8520. Email scroy@astoria.or.us for
meeting password at least 2 hours prior to meeting time. All bids
must be accompanied by a certified check, a cashier’s check
or bid bond in an amount equal to at least 5% of the total bid.
Prequalification of bidders is required. Forms may be obtained
from the Engineering Division Office, 1095 Duane Street, Asto-
ria, OR 97103, (503) 338-5173. If City Hall is still closed due to
COVID-19, request for prequalification forms can be sent to
ncrater@astoria.or.us. Prequalification applications must be re-
ceived at the above location no less than seven (7) calendar days
prior to bid opening. Required minimum prequalification class of
work for the Contractor (or Contractor in combination with pro-
posed subcontractor(s)) for this contract are:

PROJECT DESCRIPTION
The intent of this contract is to repair and maintain timber trestles
and structures that serve the Astoria River Trail, Astoria Riverfront
Trolley, and several Park piers. The trestles are located between
6th and 11th Street, and at the Mill Pond along the Astoria wa-
terfront. The Park piers are located at 6th and 14th Street at the
waterfront. The following is a brief summary of the major elements
of Work that are to be provided by the Contractor.
If the total bid exceeds $50,000.00 the contract will be subject to
Prevailing Wage Statute ORS 279C.800 to 279C.870. The con-
tract is NOT subject to federal prevailing wage rates under the
Davis-Bacon Act (40 U.S.C. 3141 et seq).
