Notice is hereby given that a ballot title for a measure re-
ferred by Clatsop County has been refiled with the Elections Offi-
cer of Clatsop County, Oregon on February 14, 2020. The May 19,
2020 election will be conducted by mail pursuant to ORS 254.465.
An elector may file a petition for review of this ballot title in Clatsop
County Circuit Court no later than 5:00 p.m. February 26, 2020
pursuant to ORS 255.155.
Caption: Five-Year Local Option Tax renewal for Fairgrounds op-
eration.
Question: Shall Clatsop County levy $0.07 per $1,000 assessed
value each year for five years starting 2021-22 for Fairgrounds
operation/maintenance? This measure renews current local
option taxes.
Summary: This measure authorizes Clatsop County to levy a
property tax in the amount of $0.07 per $1,000 of assessed value
each year for five years starting in fiscal year 2021-22. The taxes
would be used to finance operations and maintenance of the fair-
grounds and operation of the annual County Fair. This is a $0.02
per $1,000 increase in the levy and is the same amount as was
levied from 2011-12 to 2016-17.
This measure would provide for:
• Continued free or low-cost facility use for youth, charitable and
public interest projects.
• Improvements to increase the facility’s usefulness
• Marketing to attract new rental revenue
• Growth of the County Fair
An estimate of the total amount to be raised each fiscal year is:
