It stands to reason, therefore, that when courts lawfully established, have become the instrument of tyranny and have imposed a reign of terror upon the People, it is one of the “Powers Reserved to the People”, thereun- der, to re-establish justice, as necessary. It happens that in the State of Washington, there are numerous instances of complaints and “suits in law or equity” wherein Com- plainants have been, or are being, victimized by courts and judg- es. (c.f. “Corruptwashington.org.) It is known that the writer of this “writ”, Lois Jean DUPEY, is one such victim. She was and is being victimized by the “Superior court of Pacific County”, at South Bend, which has tortiously established a red line in front if the one and only door to her home, effectively preventing legal entry. The judge on whose orders this red line was established committed the crime of perjury, (false swearing,) in making his ruling, stating on the record that there was no dis- pute as o material facts of the case, accusing her of trespassing across said line. He knew, by virtue of extensive arguments in the Court’s own record that this was a false assertion. Nonetheless, he used it as justification for awarding a Summary Judgment de- priving her of her right to enter her own home, for which crime she was subsequently found in contempt of court twice. She has denied the validity of the “Order”, and its sequiturs (including a fraudulent Statutory Warranty Deed,) given that the “Order” was itself the result of fraud, deceit, malice and other tortious acts of said court. It is known, moreover, that the lawyers and judges involved in this particular instance, and in other instances are acting with impunity to conduct a campaign of hatred, deceit, threats of violence and actual violence, in short “terror”, in order to alienate People’s prop- erty; in confidence that they will be protected by the “disciplinary” organs of the Supreme Court of the State of Washington. There are known to be numerous complaints to the U.S. Justice Depart- ment regarding the tortious conduct of the courts and judges in question, and of the disciplinary bodies of Washington’s Supreme Court, i.e the “Washington State Bar Association and Commission on Judicial Conduct.” Now, therefore, be it known, that the conduct of the courts of the State of Washington is also subject to norms of public “Internation- al Law,” and to the U.N. Convention on Human rights, to which the U.S.A. is a signatory Party. By the virtue of this Writ of Vox Populi, we do hereby require, there- fore, that justice be reestablished without further delay; and that the malicious acts of the Superior Court of Pacific County Wash- ington, denying to the People their right to trial, and to life, liberty and property, and equal treatment under law, cease at once, as well as its abuse of the device known as “Summary Judgment:. Let it be recalled, that such Court precedent led immediately to the “Nuremburg Laws”, the effect of which was precisely to remove targeted groups from their property, and their property from them, as it is being done in Pacific County, Washington, in collusion with local and State officials. The purpose of the hearing is to consider the following request: 1) Amendment Request (A18-01) by Community Development Director to amend Development Code sections concerning the Urban Core Overlay Zone (UCO) of the Riverfront Overlay Area requirements. The amendment would add Overlay Zone for Ur- ban Core area generally 2nd to 16th, pierhead line to Commer- cial; includes separate codes for over-water areas and on-land areas concerning allowable uses, standards for location, height, building mass and scale, gross floor area, design review stan- dards and guidelines, public access, lighting, signs, landscaping. The request would also rezone approximate 1.5 acres from C-2 (Tourist-Oriented Commercial) to C-3 (General Commercial); 0.64 acres from C-3 (General Commercial) to C-4 (Central Commer- cial); 1.17 acres from S-2A (Tourist-Oriented Shoreland) to C-3 (General Commercial); 0.02 acres S- 2A (Tourist-Oriented Shore- land) to MH (Maritime Heritage); 11.11 acres from S-2A (Tour- ist-Oriented Shoreland) to C-4 (Central Commercial). The City Council’s ruling may be appealed to the State Land Use Board of Appeals by the appli- cant, a party to the hearing, or by a party who responded in writing, by filing a Notice of Intent to Appeal within 21 days after the City Council’s decision. Appellants should contact the Oregon Land Use Board of Appeals (LUBA) concerning specific procedures for filing an appeal with LUBA. If an appeal is not filed with LUBA within the 21 day period, the decision of the City Council shall be final. All interested persons are invited to submit comments at the hearing or by letter addressed to the City Council, 1095 Duane St., Astoria, OR 97103. The Astoria City Council reserves the right to modify the proposal or to continue the hearing to another date and time. If the hearing is continued, no further public notice will be provided.
