(OWEB) is a state agency
that provides grants to help
Oregonians take care of lo-
cal streams, rivers, wetlands,
and natural areas. OWEB is
considering a grant of funds to
the North Coast Land Conser-
vancy (NCLC) for the purpose
of purchasing certain property
rights on approximately 1,500
acres in the vicinity of Sea-
side, in Clatsop County, under
Grant Application No. 220-
9902-17343. OWEB will hold
a conservation easement, or
third party rights of enforce-
ment in a conservation ease-
ment, if the property rights are
purchased with OWEB funds.
OWEB will hold a public
hearing for the purpose of
providing interested parties
with a meaningful opportuni-
ty to comment on the OWEB
grant application. Questions

application, or public hear-
