CLATSOP COUNTY PLANNING COMMISSION
NOTICE IS HEREBY GIVEN that the Clatsop County Planning
Commission will hold their regular meeting at 10:00 a.m. on
Tuesday, October 8, 2019, at the Guy Boyington Building, 857
Commercial Street, Astoria, OR.
All documents will be available for inspection at the Clatsop
County Planning Department at 800 Exchange St, Suite 100,
during normal business hours (M-F 7:30 a.m.-4:00 p.m.) at no
cost. Paper copies may be obtained at reasonable cost.
The full agenda packet will be posted seven days prior to the
meeting at: https://www.co.clatsop.or.us/meetings.

Notice of Receipt of Ballot Title
Publish pursuant to ORS 250.175(5)(a)
State of Oregon ) County of Clatsop )
Notice is hereby given that a ballot title for an initiative petition
has been prepared by the District Attorney and has been filed with
the Elections Officer of Clatsop County, Oregon on September 26,
2019. Clatsop County Counsel has determined this initiative
complies with Article IV, Section 1 of the Oregon Constitution.
An elector may file a petition for review of this ballot title in Clatsop
County Circuit Court no later than 5:00 p.m., Monday, October 7,
2019, the seventh business day after the title is filed with the Coun-
ty Clerk under ORS 250.195. An elector filing a petition with the cir-
cuit court must also file written notice of that filing with the Clatsop
County Elections Department, 820 Exchange Street, Suite 220,
Astoria OR 97103, no later than 5 p.m. the next business day
following the day the petition is filed.
Caption: Prohibits enforcement of certain firearm regulations by
Clatsop County employees.
Question: Should Clatsop County prohibit use of county resourc-
es for enforcement of certain firearms regulations and allow fines
for violations?
Summary: Approval would prohibit Clatsop County employees or
officials from enforcing any Extraterritorial Act relating to firearms
or using any County resources to enforce such acts relating to
firearms.
The measure defines Extraterritorial Act as any local, state or fed-
eral law or regulation that restricts a person’s right to keep and
bear firearms, accessories or ammunition.
Approval would prohibit enforcement of any of the following related
to firearms: Any tax, levy or fee on the purchase or ownership of
said items, any tracking requirements, background checks, con-
fiscation orders, ownership of non-fully automatic firearms or ac-
cessories, and any restriction on the open or concealed carrying
of firearms.
Violation would result in a fine of up to $2,000 per individual or
$4,000 for a corporation.
Exceptions: Does not apply to convicted felons or persons prohib-
ited from possession firearms by court order. The law also does
not allow the possession of firearms in state or federal buildings.
