Notice is hereby given that a ballot title for a measure referred by Gearhart Rural Fire Protection District has been filed with the Elections Officer of Clatsop County, Oregon on August 15, 2019. The November 5, 2019 election will be conducted by mail pursuant to ORS 254.465. An elector may file a petition for review of this ballot title in Clatsop County Circuit Court no later than 5:00 p.m. August 26, 2019 pursuant to ORS 255.155. Caption: Five-Year Local Option Tax for General Operations and Maintenance Question: Shall the Fire District impose a $.33 per $1,000 of as - sessed value for five year beginning 2020-21? This measure may cause property taxes to increase more than three percent. Summary: The measure will impose a local option tax levy that will start in fiscal year 2020-21. The District’s prior local option tax levy of $125,000.00 per year expired in 2017-18. If approved, the District will use the taxes to fund the general op- erations and maintenance of the Gearhart Rural Fire Protection District. The District currently contracts with the City of Gearhart for fire protection and emergency medical services. Passage of this measure will allow the District to continue to contract with the City for fire protection and emergency medical services and main- tain the current level of service. The permanent tax rate alone is inadequate to fund fire protection, emergency medical services, and maintain the District’s Fire Station and equipment. It is estimated this tax will raise approximately $135,794 in 2020- 21, $139,868 in 2021-22, $144,064 in 2022-23, $148,386 in 2023- 24, $152,837 in 2024-25. The estimated tax cost for this measure is an ESTIMATE ONLY based on the best information available from the county assessor at the time of estimate.
