Notice is hereby given that a ballot title for a measure
referred by Warrenton Rural Fire Protection District has been filed
with the Elections Officer of Clatsop County, Oregon on July 26,
2019. The November 5, 2019 election will be conducted by mail
pursuant to ORS 254.465. An elector may file a petition for review
of this ballot title in Clatsop County Circuit Court no later than 5:00
p.m. August 6, 2019 pursuant to ORS 255.155.

Five-year Local Option Tax for General Operations
Question:
Shall Warrenton Rural Fire Protection District impose
$56,000 each year for five years for general
operations beginning 2021-2022? This measure may
cause property taxes to increase more than three
percent.
Summary: This measure is a new local option tax that will re-
place an existing local option tax that will expire at the end of Fis-
cal Year 2020-21. The maximum taxes needed for five years total
$280,000, which will be imposed in equal amounts of $56,000
each year. It may not be necessary to assess the full $56,000 each
year, particularly in the first few years of the local option tax. In
each year, the District will assess only the amount necessary to
fund its operating costs, but will not exceed $56,000. The taxes
will be used to fund the general operations of the Warrenton Rural
Fire Protection District. The taxes are needed to pay for part of
the costs of contractual services provided by the City of Warren-
ton; the District contracts with the City of Warrenton to provide fire
protection and emergency medical services in the District. It is
estimated that the proposed tax (maximum) will result in a rate of
$0.51 per $1,000 of assessed value in the first year. The estimated
tax cost for this measure is an ESTIMATE ONLY based on the
best information available from the county assessor at the time of
estimate and may reflect the impact of early payment discounts,
compression and the collection rate.
