CALL FOR BIDS
Sealed bids will be received up to the hour of 10:00 am on May 7,
2019, by Dale McDowell, Public Works Director, at Seaside City
Hall, 989 Broadway, Seaside, Oregon, for the following work.
METER READING SERVICE
PROJECT DESCRIPTION
The meter readings shall start on or near the 1 st day of the even
months. The final results of the meter readings shall be submitted
on or near the 11 th day of the even months. No reads shall occur
sooner than 6 days prior to the due date. These readings shall be
submitted to the City by email that shall be compatible with City
software. City will provide a touch reader for all the meters that are
in the touch meter system. All meters are located in the Seaside
service area. Contractor shall provide the City with a no consump-
tion report for each billing period and an over or under consump-
tion list based on a six-month average. The contractor shall also
supply a list of meters, which were not read due to access, repair,
or maintenance problems in the surrounding areas of the meter
(zero consumption, over or under, and no reads). Verify that all
questionable readings are accurate.

Date of opening and nature of bid shall be plainly marked on the
outside of a sealed envelope. Any bids received after the above
specified time will not be considered. The carrier, including the
United States Postal Service is considered an agent of the bidder.
Faxed bids will not be accepted.
Bids will be publicly opened and read by the Public Works Direc-
tor at 10:00 AM on May 7, 2019. All bids will be accompanied by
a certified check, cashier’s check, or bid bond in the amount equal
to 5% of the total bid. Bids received will be considered by the City
Council within 45 days of opening of the bid. The successful bid-
der shall execute a contract within 5 days from the date of award
notification that his/her bid has been accepted.
Each bid must contain a statement as to whether the bidder is a
resident bidder, as defined in ORS 279.029.
The City may reject any bid not in compliance with prescribed pub-
lic bidding procedures and requirements, and may reject for good
cause any or all bids upon a finding of the agency if it is in the
public interest to do so.
