Nielsen out at Homeland Security as Trump focuses on border

WASHINGTON — Homeland
Security Secretary Kirstjen Niel-
sen has resigned amid President
Donald Trump’s growing frustra-
tion and bitterness over the num-
ber of Central American families
crossing the southern border.
Trump announced on Sunday
in a tweet that U.S. Customs and
Border Protection Commissioner
Kevin McAleenan will take over
as acting head of the department.
McAleenan is a longtime border
official who is well-respected by
many members of Congress and
within the administration. The
decision to name a top immigra-
tion officer to the post reflects
Trump’s priority for the sprawl-
ing department founded to com-
bat terrorism following the Sept.
11 attacks.
“I have determined that it is the
right time for me to step aside,”
Nielsen wrote in her resignation
letter. “I hope that the next secre-
tary will have the support of Con-
gress and the courts in fixing the
laws which have impeded our abil-
ity to fully secure America’s bor-
ders and which have contributed to
discord in our nation’s discourse.”
Though Trump aides were eye-
ing a staff shake-up at the Depart-
ment of Homeland Security and
had already withdrawn the nom-
ination for another key immigra-
tion post, the development Sunday
was unexpected.
Still, it was unclear how
McAleenan would immediately
assume the role. The agency’s
undersecretary of management,
Claire Grady, is technically next in
line for the job.
Nielsen traveled to the
U.S.-Mexico border on Friday
with Trump to participate in a
roundtable with border officers
and local law enforcement. There
she echoed Trump’s comments on
the situation at the border, though
she ducked out of the room while
Trump spoke. As they toured a
section of newly rebuilt barriers,
Nielsen was at Trump’s side, intro-
ducing him to local officials. She
returned to Washington afterward
as Trump continued on a fundrais-
ing trip to California and Nevada.
Nielsen had grown increasingly
frustrated by what she saw as a
lack of support from other depart-
ments and increased meddling by
Trump aides on difficult immigra-
tion issues, sources said. She went
into the White House on Sunday
to meet with Trump not knowing
whether she’d be fired or would
resign. She ended up resigning,
though she was not forced to do
so.
Nielsen, who says she’s staying
on until Wednesday, is the latest
person felled in the Trump admin-
istration’s unprecedented churn
of top staff and Cabinet officials,
brought about by the president’s
mercurial management style,
insistence on blind loyalty and
rash policy announcements.

TAMPA, Fla. — Kalani Brown scored 22
points and Lauren Cox added 21 as Baylor held
off Final Four newcomer Oregon 72-67 Fri-
day night to reach the women’s championship
game for the first time since 2012.
The Lady Bears (36-1) won their 28th
straight game, exerting themselves defensively
down the stretch. Chloe Jackson delivered a tie-
breaking layup with 39 seconds left and Brown
and Cox finished out the victory with free
throws for the overall top-seeded team.
Baylor went on to win the national title
82-81 over Notre Dame on Sunday.
All-American Sabrina Ionescu led Oregon
(33-5) with 18 points, but didn’t score in the
fourth quarter. She missed a layup that would
have given her team the lead in the final min-
ute and the Ducks misfired on 11 of their last
12 shots.
Baylor coach Kim Mulkey gave Ionescu a
hug and talked to her for a few moments in the
postgame handshake line. Ionescu shot 6 for 24.
After Jackson’s layup, Cox made two free
throws and Brown finished with a foul shot in
the closing seconds.
The opening semifinal at sold-out Ama-
lie Arena was billed as “old-school” vs. “new
school” — a matchup of contrasting styles,
with Baylor hoping to exploit a size advan-
tage inside with an imposing frontcourt of the
6-foot-7 Brown and 6-4 Cox and Oregon look-
ing to test the Lady Bears’ ability to defend the

Ionescu decides to stay at
Oregon for senior season

TAMPA, Fla. — Oregon guard
Sabrina Ionescu is returning for her
senior season.
The Ducks star bylined a story on
The Players Tribune titled “Unfinished
Business” on Saturday night, minutes
after the deadline for her to declare
for the WNBA draft expired. She
was eligible to enter the draft follow-
ing her junior season because she will
turn 22 this year. The WNBA draft is
Wednesday.

Ionescu shrugged off a scoreless first quar-
ter in which she attempted just two shots. She
gave Oregon a 34-33 halftime lead after mak-
ing a long 3 while being bumped to the ground
by Baylor’s DiDi Richards.
Ionescu sat on the floor and stared at Rich-
ards, who she thought had fouled her on a shot
she missed moments before, before climbing to
her feet to make a free throw to finish a four-
point play to put Oregon up at the break.
Oregon was in the Final Four for the first
time, finally breaking through under coach
Kelly Graves after losing in the Elite Eight the
past two years.
BENGHAZI, Libya — The United
States has temporarily withdrawn some of
its forces from Libya due to “security con-
ditions on the ground,” a top military offi-
cial said Sunday as a Libyan commander’s
forces advanced toward the capital of Trip-
oli and clashed with rival militias.
A small contingent of American troops
has been in Libya in recent years, help-
ing local forces combat Islamic State and
al-Qaida militants, as well as protecting
diplomatic facilities.
Marine Corps Gen. Thomas Waldhau-
ser, the head of U.S. Africa Command, did
not provide details on the number of U.S.
troops that have been withdrawn or how
many remain in the country.
Footage circulating online showed two
apparent U.S. Navy transport craft maneu-
vering off a beach in Janzour, east of Trip-
oli, sending up plumes of spray as Ameri-
can forces were ferried from the shore.
US declares Iran’s
guard force a ‘terrorist
organization’
WASHINGTON — President Donald
Trump announced today that the U.S. is
designating Iran’s Revolutionary Guard a
“foreign terrorist organization,” in an effort
to increase pressure on the country that
could have significant diplomatic implica-
tions in the Middle East.
It is the first time that the U.S. has desig-
nated a part of another government as a ter-
rorist organization.
The designation imposes sanctions that
include freezes on assets the Islamic Rev-
olutionary Guard Corps may have in U.S.
jurisdictions and a ban on Americans doing
business with it. Iran has threatened to
retaliate for the decision.
The IRGC is a paramilitary organization
formed in the wake of Iran’s 1979 Islamic
Revolution to defend its clerically over-
seen government. The force answers only
to Iran’s supreme leader, operates inde-
pendently of the regular military and has
vast economic interests across the country.
Uganda police say
kidnapped US woman
and driver are freed
KAMPALA, Uganda — Ugandan police
said on Sunday they had rescued an Amer-
ican woman and her driver who had been
kidnapped by gunmen in a national park.

The two “are in good health” and “in the
safe hands” of security officials, police said
in a Twitter update.
Although authorities provided no details
about how the rescue operation was carried
out, a government spokesman said on Twit-
ter that the kidnappers had taken their vic-
tims to Congo, where the two were rescued
by the security forces.
Ugandan security teams had been hunt-
ing down gunmen who had demanded
a $500,000 ransom after kidnapping the
American — Kim Endicott of Costa Mesa,
California — and her Ugandan guide in a
national park popular with tourists. They
were ambushed on April 2 in Queen Eliz-
abeth National Park, a protected area near
the porous border with Congo.
Rhino poacher killed by
elephant and eaten by lions
JOHANNESBURG — A rhinoceros
poacher in a South Africa wildlife preserve
was stomped to death by an elephant and
eaten by lions, authorities said.
Rangers at Kruger National Park found
his skull and trousers.
The man and two others were hunting
for rhinos illegally last week when the ele-
phant surprised them and trampled him,
park spokesman Isaac Phaahla said. The
two companions dragged his body to a spot
near a road and told the man’s family what
happened.
South Africa, which has about 80% of
the world’s remaining rhinos, has seen
aggressive poaching of the animals in
recent years. Last year 769 rhinos were
killed illegally, down from more than 1,000
annually since 2013, according to Save the
Rhino.
Netanyahu vows to annex
West Bank settlements
if re-elected
JERUSALEM — Israeli Prime Minis-
ter Benjamin Netanyahu pledged Saturday
to annex Jewish settlements in the occupied
West Bank if re-elected, a dramatic pol-
icy shift apparently aimed at rallying his
nationalist base in the final stretch of the
tight race.
Netanyahu has promoted Jewish settle-
ment expansion in his four terms as prime
minister, but until now refrained from pre-
senting a detailed vision for the West Bank,
seen by the Palestinians as the heartland of
a future state.
An Israeli annexation of large parts of
the West Bank is bound to snuff out any
last flicker of hope for an Israeli-Palestin-
ian deal on the terms of a Palestinian state
on lands Israel captured in 1967.
