Ports in the lower estuary
are likely to be heavily dam-
aged, and boaters should not
expect to return to them. The
jetties will likely take signif-
icant damage, causing a shift
in the hydrodynamics of the
river and creating a giant
fl ow of debris.
Some situations can’t be
mitigated. Big ships, which
can take several minutes to
start and are anchored, really
only have one option, Allan
said: hunker down.
“No one is coming to res-
cue you,” he said.
Unlike their seaward
counterparts,
who
are
advised to evacuate immedi-
ately toward deep water , the
study found that the average
fi shing or sport boats caught
in the e stuary basically have
one option: get to the near-
est point of high ground and
evacuate uphill.
Heading upriver was
listed as an option for some
very small, fast boats farther
from the mouth of the river
that may be able to reach
safety by Fitzpatrick Island .
But perhaps one of the
biggest takeaways is the idea
that, unlike in a distant tsu-
nami , heading out to sea is
not an option. People hop-

not be able to go out over

option. When you’re in a
port of harbor, get to high
ground. You will die,” Allan

plaints about unwanted
touching from state Sen.
Jeff Kruse led to an exten-
sive examination of sexual
harassment at the Capitol .
“One of the most vocal
lawmakers — state Sen.
Sara Gelser, D-Corvallis —
succeeded in driving one of
her colleagues out of offi ce
for hugging her and touch-
ing her in a way that made
her uncomfortable,” Mar-
quis wrote without naming
Kruse, a Roseburg Republi-
can who resigned in 2018.
“Yet she joined with many
of the state’s Democrats in
easing criminal sentenc-
ing of serious felonies —
including burglary.”
Marquis’ column was
published a week before
state House and Senate
leaders reached a $1.3 mil-
lion settlement in March
with nine women and the
state Bureau of Labor
and Industries over sex-
ual harassment at the Cap-
itol. In addition to Gelser’s
account, two former interns
claimed Kruse groped and
made sexual comments to
them. Kruse has denied the
accusations.
A few days after the set-
tlement was announced,
several lawmakers called
out Marquis’ column during
a Joint Subcommittee on
Public Safety review of a
bill to fund district attor-
neys across the state.
“As I am sure you are
aware, an important part
of being in law enforce-
ment is ensuring that vic-
tims feel respected,” said
state Rep. Carla Piluso, the
Democratic co-chairwoman
of the subcommittee and
a former Gresham police
chief. “I am concerned that
with language like this in
the public sphere, rape and

sexual assault victims may
be more hesitant to come
forward.”
Rep. Tawna Sanchez,
a Portland Democrat, said
the column was “amaz-
ingly hurtful to the victims
of sexual assault and sex-
ual harassment. And I’m
offended by the idea that we
are not doing our job.”
Rep. Janelle Bynum, a
Clackamas Democrat, was
also concerned and submit-
ted Marquis’ column into
the record on the district
attorneys’ funding bill.
Beth Heckert, the presi-
dent of the Oregon District
Attorneys Association, told
lawmakers that she and sev-
eral other district attorneys
had sent personal emails to
Sen. Gelser. “Josh Marquis
does not represent Oregon
District Attorneys Associa-
tion,” she said.
Heckert, the district
attorney in Jackson County,
said “there may be things
that we agree with and
things that we disagree
with, but it shouldn’t come
down to a personal attack.
“And I, as well, was
offended that a victim was
basically being blamed for
conduct that was happening
to them, and thought that
was inappropriate.”
The Oregon District
Attorneys
Association
issued a statement to law-
makers in March that said
the organization stood
“fi rmly with victims of
sexual assault and sexual
harassment.”
“The positions ODAA
takes do not always mirror
the positions of each of its
individual members,” the
statement said. “Similarly,
the statements of individ-
ual or former members do
not represent the position of
ODAA.”

Marquis’ column was “a
factor, but not the entire
issue” that prompted the
organization’s lobbyist to
quit .
The Willamette Week
fi rst reported on the blow-
back from Marquis’ column
last week.
Marquis, who retired in
January after 25 years as
Clatsop County’s district
attorney, said he believes
the coverage of his column
is “politically motivated.”
He assumes the reaction is
because he criticized a pow-
erful legislator by name.
“Apparently my sin
was being critical of Sara
Gelser,” he said.

about, and to have landed
in a place he spent years
visiting on vacations.
He came to chiroprac-
tic practice after a series of
events, including an injury
during his time with the
Army. Chiropractic adjust-
ment was one of the few
things that helped relieve
the chronic pain he suf-
fered. Another turning
point was when his mother
was sick and on 13 or 14
different types of medi-
cation — none of which
seemed to be helping her.
James found himself
increasingly frustrated with
traditional medicine.
“It didn’t answer a lot of
the questions in real-world
scenarios,” he said.
He attended school in
Chicago, Illinois, and then
in Georgia, ultimately
returning to Chicago to
begin his medical career.
He moved to the North
Coast in 2015 and now
operates James Chiroprac-
tic Spine and Joint Center
off Main Street .
Chiropractic care may
not be the answer to every-
one’s medical problems,
but James believes it can be
a good start and an import-
ant fi rst step in pinpoint-
ing serious medical issues.
Some of the X -rays he’s
taken of patients to identify
issues with lower back pain
have led to the discovery of
cancerous tumors.
The cost of medical care
on the coast can be high, so
James tries to keep his rates
low. A basic offi ce visit
along with basic treatment
can cost as little as $65.
“This should be some-
thing you can reach into
your pocket and get,” he
said.
When clients have lit-
tle or no money, James and
his staff work with them.
During the federal govern-
ment shutdown, he offered
care to members of the mil-
itary for free.
Traditional
medicine
— surgery, pharmaceuti-
cal drugs — is important
and has its place, James
believes, but chiropractic
care is an important option ,
especially when prescrip-
tion drug addiction is at
an all-time high. There are
other ways to address pain,
he said.
Besides, he added, with
a visit to the chiropractor,
“even if you don’t get any
better, you’re never going
to get any worse.”

Another goal of the study
is to bring mariner safety to
the forefront of emergency
preparedness .
While marine safety
issues are mentioned , land-
based evacuation proj-
ects have dominated local
discussions.
Getting people — espe-
cially tourists — to think
about how they would react
before they get onto the
boat is critical for saving
lives, said Patrick Corcoran ,
a coastal hazards spe-
cialist with Oregon State
University.
“There is nothing they
can do other than save their
own life,” Corcoran said.
“It’s really not about protect-
ing the marina or protecting

would clarify his point that
there is a “world of differ-
ence” between workplace
behavior that is “offensive
and sometimes even mar-
ginalizing” and being the
victim of a crime.
“Sara Gelser was not
the victim of a criminal
offense. I’m not saying that
as a judg ment. I’m just say-
ing that as a fact,” Marquis
said. “Maybe it should be,
but it’s not.”
Marquis is one of the
state’s leading critics of
lowering the penalties for
drug and property crimes.
H e fi nds it hypocriti-
cal for lawmakers to care
about victims of workplace
harassment while voting
for legislation he feels dis-
misses the victims of prop-
erty crimes .
“What I mean is, if
you’re going to be sensi-
tive to that, then why aren’t
you being sensitive to the
violations of crime vic-
tims, women and children,
for behavior far, far worse?
That’s the only point,” he
explained .

Without a direct notifi ca-
tion from a radio or phone,
it’s possible people on the
water won’t even feel the
earthquake.
Before heading out, boat-
ers need to consider the real-
ities of attempting to evacu-
ate up a river “with fl aming
debris heading towards
them,” Corcoran said.
Just convincing people
to abandon their boat in the
marina rather than try to take
it out to sea is an education
effort in itself.
“What’s more import-
ant: your life or your insured
boat?”
Corcoran
said.
“These are things people
need to think about.”
