LOUIS — Residents in parts of southwestern Iowa were forced out of their homes Sunday as a torrent of Mis- souri River water fl owed over and through levees, putting them in a situation sim- ilar to hundreds of people in neighboring Nebraska who have been displaced by the late-winter fl ood. Heavy rainfall and snowmelt have led to dangerously high water in creeks and riv- ers across several Midwestern states, with the Missouri River hitting record-high lev- els in many areas. At least two deaths were blamed on fl ooding, and two other men have been missing for days. While river depths were starting to level off in parts of Nebraska on Sunday, the water is so high in many places that seri- ous fl ooding is expected to remain for sev- eral days. And downstream communities in Kansas and Missouri were bracing for likely fl ooding. In Iowa, the Missouri River reached 30.2 feet Sunday in Fremont County in the state’s far southwestern corner, 2 feet above the record set in 2011. People in the towns of Bartlett and Thurman were being evacuated as levees were breached and overtopped. Flooding has also been reported in Min- nesota, South Dakota and Wisconsin. In Green Bay, Wisconsin, offi cials said res- idents who evacuated their homes could return now that fl oodwaters have receded there. UTRECHT, Netherlands — A gunman killed three people and wounded nine oth- ers on a tram in the central Dutch city of Utrecht this morning in what the mayor said appeared to be a terror attack, touching off a manhunt that saw heavily armed offi cers with dogs zero in on an apartment building close to the shooting. Authorities immediately raised the ter- ror alert for the area to the maximum level. Dutch military police went on extra alert at Dutch airports and at key buildings in the country as the Utrecht manhunt took place. A few hours after the shooting, Utrecht police released a photo of a 37-year-old man born in Turkey who they said was “associ- ated with the incident.” The photo showed a bearded man on board a tram, dressed in a dark blue hooded top. Police warned citizens not to approach the man, whom they identifi ed as Gokmen Tanis, but call authorities instead. The Utrecht attack came three days after 50 people were killed when an immi- grant-hating white nationalist opened fi re at two mosques in Christchurch, New Zealand during Friday prayers. There was no imme- diate indication of any link between the two events. Trump answers rebuke of border order with a veto WASHINGTON — Unbowed by a con- gressional rebuke, President Donald Trump issued the fi rst veto of his presidency on Fri- day in a demonstration that he is not through fi ghting for his signature campaign promise, which stands largely unfulfi lled 18 months before voters decide whether to grant him another term. Trump rejected an effort by Congress to block the emergency declaration he’d used to circumvent lawmakers as he tried to shake loose funds for his long-promised wall along the U.S.-Mexico border. The monthslong confrontation now moves to the courts, but not before marking a new era of divided gov- ernment in Washington and Republicans’ increasing independence from the White House. “Congress has the freedom to pass this resolution,” Trump said, “and I have the duty to veto it.” A dozen defecting Republicans joined Senate Democrats in approving the joint reso- lution on Thursday as both parties strained to exert their power in new ways. It is unlikely that Congress will have the two-thirds major- ity required to override Trump’s veto, though House Democrats will try nonetheless on March 26. The emergency order still faces sev- eral legal challenges from Democratic state attorneys general and environmental groups who argue the emergency declaration was unconstitutional. NATO, EU condemn Russia’s 2014 seizure of Crimea MOSCOW — Russian President Vladimir Putin marked the fi fth anniversary of Russia’s annexation of Crimea from Ukraine by visit- ing the Black Sea peninsula today, as NATO and the European Union once again strongly condemned the land grab. Putin began his trip by attending the launch of new power plants in Crimea, part of Mos- cow’s efforts to upgrade the region’s infra- structure. Ukraine has cut off energy sup- plies to the peninsula and blocked shipments of Crimea-bound cargo via its territory after Moscow annexed the region in 2014. Russia’s modernization effort has included the construction of an 11.8-mile bridge which opened last year across the Kerch Strait that links the Black Sea and the Sea of Azov. The $3.6-billion project gave Crimea a land link to Russia. Previously, a ferry crossing that was often interrupted by gales served as the only connection. NATO allies said in a statement today that “we strongly condemn this act, which we do not and will not recognize.” They also crit- icized Russia’s military buildup in Crimea and alleged rights abuses including “arbitrary detentions, arrest, and torture” against mem- bers of the Crimean Tartar community. NATO and the EU also called for the release of Ukrainian seamen who were seized by Rus- sia in November’s standoff in the Black Sea. Mozambique’s president says cyclone death toll may be 1,000 JOHANNESBURG — Mozambique’s President Filipe Nyusi says that more than 1,000 may have by killed by Cyclone Idai, which many say is the worst in more than 20 years. “The waters of the Pungue and Buzi riv- ers overfl owed, making whole villages disap- pear and isolating communities, and bodies are fl oating,” said Nyusi. “It is a real disaster of great proportions.” Nyusi spoke after fl ying by helicopter over the central port city of Beira and the rural Manica and Sofala provinces in which he saw widespread fl ooding and devastation.
