‘Bomb cyclone’ storm barrels toward Midwest

South Dakota’s gover-
nor closed all state offices
today as the blizzard condi-
tions moved in, while wind,
blowing snow and snow-
packed roadways also made
travel treacherous in western
Nebraska.

of both states and in

Wednesday’s blizzard in
Colorado caused widespread
power outages, forced the
cancellation of hundreds of
flights and wreaked havoc on
roadways as drivers became
overwhelmed by blinding
snow.

97 mph in Colorado Springs.
The storm also contrib-
uted to the death of Corpo-

he helped another driver who
had slid off Interstate 76 near

“It is a tragic reminder
that people’s lives are at
stake,” said Shoshana Lew,
and Atmospheric Adminis-
tration’s Weather Prediction
Center. “We’re looking at
something that will go down
in the history books.”
The culprit was a sudden
and severe drop in ground-
level air pressure in Colo-
rado, the most pronounced
dive since 1950.
It was caused by a combi-
nation of the jet stream and
normal conditions in the wind
shadow of the Rockies. Air
rushed into the low-pressure
area and then rose into the
atmosphere. Meteorologists
call the rapid change in pres-
sure a “bomb cyclone” or
“bombogenesis.”

FAA relents, says it grounded
737 Max jets based on data
WASHINGTON — As country after
country grounded Boeing’s 737 Max jets
after a deadly crash Sunday in Ethiopia, U.S.
air safety regulators remained resolute in their
refusal to do so — until Wednesday.
That’s when the Federal Aviation Admin-
istration issued an emergency order keeping
the planes on the tarmac.
The agency said what made the difference
was new, enhanced satellite tracking data and
physical evidence on the ground that linked
the Ethiopian jet’s movements to those of an
Indonesian Lion Air flight that plunged into
the Java Sea in October and killed 189 people.
The FAA was under intense pressure to
ground the planes and resisted even after
Canada on Wednesday joined more than 40
countries, including the European Union and
China, in barring the Max from the air, leav-
ing the U.S. almost alone.
But President Donald Trump, who
announced the grounding, was briefed
Wednesday on new developments. Trump
spoke afterward with Boeing CEO Dennis
Muilenberg and Boeing signed on.
Beto O’Rourke enters
2020 race attempting
bipartisan appeal
AUSTIN, Texas — Former Texas Dem-
ocratic Rep. Beto O’Rourke jumped into the
2020 presidential race today, shaking up the
already packed field and pledging to win over
voters from both major parties as he tries to
translate his political celebrity into a formida-
ble White House bid.
After months of ignoring states that vote
early in the presidential nominating process,
O’Rourke made his first-ever trip to Iowa
— popping into a coffee shop in the town
of Keokuk while many cable networks went
live. He took questions about everything from
his support of federal legalization of mari-
juana to abortion rights to the possibility of
a universal basic income — all while waving
his arms and gesticulating.
It was the kind of high-energy, off-the-
cuff style that made him a sensation in Texas,
but O’Rourke also was clear that he doesn’t
believe in strict immigration policies —
drawing a policy distinction that could allow
him to clash with President Donald Trump
on the issue. Until he challenged Republican
Sen. Ted Cruz last year, O’Rourke was lit-
tle known outside his hometown of El Paso.
But the Spanish-speaking 46-year-old former
punk rocker used grassroots organizing and
social media savvy to mobilize young vot-
ers and minorities and get within 3 percent-
age points of winning in the nation’s largest
red state.
Cardinal Pell gets 6 years
in prison for sexual assault
MELBOURNE, Australia — The most
senior Catholic convicted of child sex abuse
was sentenced Wednesday to six years in
prison for molesting two choirboys in an
Australian cathedral in a crime the judge said
showed “staggering arrogance.”
Cardinal George Pell must serve a min-
imum of 3 years and 8 months before he is
eligible for parole, according to the judge’s
order. The five convictions against Pell car-
ried a maximum possible sentence of 10
years each.
“In my view, your conduct was perme-
ated by staggering arrogance,” Victoria state
County Court Chief Judge Peter Kidd said in
handing down the sentence.

necessary, Knight said.
“If I can’t develop, I have
no revenue,” he said. “If I
can’t find the means of out-
side money coming to fix us,
our infrastructure is going to
fall apart.”
The threat of U.S. tariffs
against China has shut down
timber export operations —
log handling up until recently
has accounted for as much as
25 percent of the Port’s reve-
nue. There are millions of dol-
lars worth of repairs needed to
address crumbling infrastruc-
ture across Port properties,
and the Port has struggled to
land state and federal funding.
A causeway leading to the
breakwater at the East Moor-
ing Basin is in disrepair and
closed to the public. Several
docks sink under the weight
of visiting sea lions. A smaller
boat dock, the only boat
launch for fishermen in Asto-
ria, was damaged in Decem-
ber and has yet to be repaired
due to complications with get-
ting a federal permit for the
work.
Knight and city leaders
agree the Port and the city
need to be partners.
The Port hopes to reinvig-
orate the East Mooring Basin
through a public-private part-
nership with a development
group led by Floyd Holcom,
the owner of Pier 39. The
group has proposed a plan
for floating homes, expanded
moorage, a promenade and a
cruise ship terminal.
But the mooring basin falls
under the city’s Civic Green-
way portion of the Riverfront
Vision Plan and is subject to
codes and restrictions. Any
master plan the Port develops
for the area would need to be
approved by the City Council.
To the west, Port property
leased by Hollander Hospital-
ity near Maritime Memorial
Park and the Astoria Bridge
falls under the Bridge Vista
section of the riverfront plan.
Any new restrictions could
change what Hollander is able
to build.
Mayor Bruce Jones and
city councilors said they were
open to the idea of providing
more flexibility, on a case-by-
case basis, for riverfront prop-
erty owners. The Port is the
largest property owner in the
community, Jones noted.
“Certainly I don’t think
any of us want to see, 30 years
from now, the Port’s prop-
erty having crumbled into the
Columbia River,” he said.
All the city councilors
expressed their appreciation
for Knight. They acknowl-
edged that he and his staff
have inherited many of the
Port’s problems.

Reputed Gambino crime boss
shot dead in New York City
NEW YORK — The reputed boss of
New York’s Gambino crime family was
gunned down outside his home, dying a vir-
tual unknown compared with his swaggering
1980s-era predecessor, the custom-tailored
tabloid regular John Gotti.
Francesco “Franky Boy” Cali, 53, was
found with multiple gunshot wounds at his
red-brick colonial-style house on Staten Island
on Wednesday night and was pronounced
dead at a hospital. No immediate arrests were
made.
Federal prosecutors had referred to Cali
in court filings in recent years as the under-
boss of the Gambino organization. News
accounts since 2015 said he had ascended to
the top spot. The Gambino family was once
among the most powerful criminal orga-
nizations in the U.S., but federal prosecu-
tions in the 1980s and 1990s sent Gotti and
other top leaders to prison, diminishing its
reach.

complicated district’s

Jewell School cleaned and shut down its K-12
campus for three days in February after around
one-third of the student population came down
with flu-like symptoms.
Last school year, Knappa School District tem-
porarily shut down Hilda Lahti Elementary School
for a deep cleaning to stem a flu outbreak.
Michael McNickle, the county’s public health
director, said he has not heard of any ongoing
major outbreaks besides Astoria’s. County health
officials provided Astoria hospital-grade sanitary
wipes effective against the flu and recommended
two rounds of cleaning to ensure the campus is
clean, he said.
The absences because of flu have compli-
cated the school district’s Strive for Five goal to
have students not miss more than five days of the
school year.
“It’s awfully hard, because parents are afraid
the school will come down hard on them, which
isn’t the case,” Hoppes said. “We’re focusing on
kids missing 25 to 30 days.”
