Over her 20-year career,
Masoni has witnessed
the rise and fall of many
fl avor fads. One of her
favorite examples is k ale,
which 15 years ago was
maybe only used in the
occasional smoothie.
“Today, do you remem-
ber when all of the kale
sold out during Snow-
mageddon in Portland?”
she said.
But there are some
changes in fl avor pref-
erences Masoni believes
are around to stay. With
the internet, people have
access to recipes and
ingredients they otherwise
would have never heard
of, broadening people’s
palettes. People’s taste
buds are changing, too, as
sensitivities to heat, salt
and sugar diminish.
With federal laws
changing, Masoni expects
to see more experimenta-
tion with cannabinoid-in-
fused food .
But one of the most
signifi cant trends in food
innovation, Masoni said,
is driven by a growing
desire for more natural
fl avorings, as well as meat
and dairy alternatives.
Products like non dairy
butter, using seaweed to
mimic a cheesy fl avor-
ing for popcorn, and using
plant-based proteins to
replace meat will be the
food innovation of the
future.
“What we’re trying to
do with fl avor is use whole
foods to create fl avor and
stay away as much as pos-
sible from putting artifi -
cial fl avors into foods,”
she said. “I think people
like transparency ... they
want to know exactly what
food is in their food.”

has
been
involved with canine work
ever since he was a cadet
with the sheriff’s offi ce,
serving as a decoy for the
previous handler and taking
bites from the dog during
training exercises. He long
has been in awe of what they
can do.
“I think (canine units)
can make a difference. Their
noses are tremendously bet-
ter than ours, and unfortu-
nately we have this huge
opiate problem nationwide,”
he said. “So, I mean, if we
can get more drugs off the
streets through traffi c stops
and interdiction stops, that’s
a win.”
He also loves the bond
that is formed with each dog.
“I think sometimes my
wife is jealous because I
spend more time with the
dogs,” Phillips joked. “But
it’s defi nitely a bond that’s
really unbreakable ... I’ll
do a traffi c stop with (Pax),
and he’ll be upright watch-
ing what I’ve got going on
... just ready to spring into
action and save the day.”
Even in retirement, Pax
won’t stray far from Phil-
lips. He will spend his days
living the good life, eat-
ing steak and laying on the
couch.
T hough he is ready and
excited to start training with
Tux, Phillips can’t help but
admit it will feel strange
not putting Pax into his rig
anymore.

from taxes and more than
26 percent from tuition and
fees, which have gone from
$64 per credit to $102 over
the past decade.
While keeping K-12
funding fairly steady, Gov.
Kate Brown’s proposed
budget for the next two fi s-
cal years recommended
$543 million for commu-
nity colleges, a $27 mil-
lion cut from this spending
cycle. The budget released
by the state Joint Commit-
tee on Ways and Means
recommended $3.1 billion
for all higher education, an
increase of 7 percent but
4.4 percent short of main-

taining service levels.
The tuition increase will
equate to $135 a year for
the average student, while
those on fi nancial aid pro-
grams like Pell grants and
Oregon Promise would
not be affected, Breit-
meyer said. Of 75 students
who responded to a sur-
vey, more than two-thirds
said the increase would not
affect the number of credits
they take each term, while
nearly one-quarter would
cut back and 9 percent

prenursing student at the
college who testifi ed Tues-
day, said students have
voiced their concerns about
costs and a lack of under-
standing over what type of
support the college offers.
“Being heard is a big
part of what the students
would like to feel,” he said.
“A lot of them might not
have the ability to voice
those concerns, or the skills
to do so.”
The college has enacted
programs to help offset the
tuition hike and possibly
forego any attrition in stu-
dents because of increases,
but needs a robust commu-
nication strategy to let them
know about the support,
Breitmeyer said.
Masoni started her
career making cheese in
Tillamook at the Blue
Heron French Cheese
Co. and lasted six months
before realizing “she was
not cut out for living at
the beach.” She moved
to Portland to work as a
lab technician, where she
worked with people on
how to extend the shelf
life of their products.
After briefl y working
at Gardenburger, Masoni
came to fi nd out about the
F ood I nnovation C enter,
where she began helping
entrepreneurs realize, pro-
duce and commercialize
their food dreams, eventu-
ally giving herself the title
of “food designer.”
“I decided that if there
could be car designers,
people designing houses
... why couldn’t I be a
food designer?” she said.
Each client starts with
an “ideation session,”
where Masoni helps brain-
storm what they would
like to make. They buy
the food products they
think it will take to make
it, decide on a few ideas,
and go to the lab to start
experimenting.
Sometimes, the process
means just fi guring out
how to sell something that
already exists in a bottle
or a jar that will last on the
grocery store shelves.
Other times, it can
mean fi guring out a way
to dye brown Oregon sea
cucumbers black to be
more appealing to Asian
food markets. More nota-
bly, it means develop-
ing brand new fl avor pro-
fi les that have come to
defi ne Portland’s famous
Salt and Straw ice cream
brand.
