A7 THE DAILY ASTORIAN • TUESDAY, MARCH 12, 2019 WORLD IN BRIEF US pulling last diplomats from Venezuela amid power crisis Associated Press More Boeings grounded amid global probe into Ethiopia crash HEJERE, Ethiopia — Britain, France and Germany today joined a rapidly grow- ing number of countries grounding or clos- ing airspace to a new Boeing plane involved in the Ethiopian Airlines disaster as a global team of investigators began looking for par- allels with a similar crash just fi ve months ago. Pressure grew on the United States to take action over the Boeing 737 Max 8 as Asian, Middle Eastern and then European nations and carriers gave in to concerns. Some cited customers frightened by the sight of Sun- day’s crash in clear weather that killed all 157 people on board. Ethiopian Airlines had issued no new updates on the crash as of the evening as 35 countries that lost citizens waited for answers. Some insights into the disaster and its cause could take months, aviation experts said. The U.S.-based Boeing, however, says it has no reason to pull the popular aircraft from the skies. It does not intend to issue new recommendations about the aircraft to customers. Its technical team joined Amer- ican, Israeli, United Arab Emirates, Kenyan and other aviation experts in the investiga- tion led by Ethiopian authorities. The Federal Aviation Administration said it expects Boeing will soon complete improvements to an automated anti-stall sys- tem suspected of contributing to the deadly crash of another new Boeing 737 Max 8 in October. CARACAS, Venezuela — The U.S. said late Monday that it is pulling its last remain- ing diplomats from Venezuela, saying their continued presence at the country’s embassy in Caracas had become a “constraint” on U.S. policy as the Trump administration aggres- sively looks to oust socialist President Nico- las Maduro. The announcement came from Secretary of State Mike Pompeo in a tweet shortly before midnight. Venezuela is struggling to restore electricity following four days of blackouts around the country. The U.S. has led an international effort to replace Maduro with opposition leader Juan Guaido, who vows to hold a new presidential election. Guaido is backed by some 50 coun- tries, while Maduro maintains support from countries such as China, Russia and Cuba. Maduro ordered all U.S. diplomats to leave Venezuela in late January because of its sup- port for Guaido, but he later retreated and allowed them to stay. The U.S. still withdrew the bulk of embassy personnel, leaving a skel- etal staff led by career foreign service offi cer James Story. Pompeo said the remaining diplomats would be out of Venezuela by the end of the week but gave no indication of future policy steps despite past warnings that “all options” — including the use of military force — are on the table for removing Maduro. New York attorney general probing Trump business deals NEW YORK — New York’s attorney general has opened a civil investigation into President Donald Trump’s business dealings, taking action after his former lawyer told Congress he exaggerated his wealth to obtain loans. Attorney General Letitia James issued subpoenas Monday to Deutsche Bank and Investors Bank seeking records related to four Trump real estate projects and his failed 2014 bid to buy the NFL’s Buffalo Bills. Trump’s former lawyer, Michael Cohen, told Congress in late February that it was common for Trump to overstate his wealth when dealing with the news media or banks, but understate it when it came time to pay his taxes. The subpoenas seek loan applications, as well as mortgages, credit lines and other doc- uments related to the Trump International Hotel in Washington, D.C., buildings in Chi- cago and New York and a golf course in the Miami area. Trump has complained that James is wag- ing a politically motivated vendetta against him. Her offi ce is also overseeing a lawsuit against a Trump charitable foundation. James’ predecessors sued Trump over the operations of Trump University, his real estate school. Actresses Huffman, Loughlin charged in bribery scheme BOSTON — Hollywood actresses Felic- ity Huffman and Lori Loughlin were charged along with at least 40 other people today in a scheme in which wealthy parents bribed college coaches and insiders at testing cen- ters to help get their children into some of the most elite schools in the country, prose- cutors said. “These parents are a catalog of wealth and privilege,” U.S. Attorney Andrew Lelling said in announcing the $25 million federal bribery case. “For every student admitted through fraud, an honest and genuinely tal- ented student was rejected.” Prosecutors said parents paid an admis- sions consultant from 2011 through last month to bribe coaches and administra- tors to label their children as recruited ath- letes, to alter test scores and to have others take online classes to boost their children’s chances of getting into schools. The racketeering conspiracy charges were brought against coaches at schools includ- ing Wake Forest, Stanford, Georgetown, the University of Southern California and Uni- versity of California, Los Angeles. Authorities said coaches in such sports as soccer, tennis and volleyball accepted bribes to put students on lists of recruited athletes, regardless of their ability or experience. Native American child welfare case heads to appeals court FLAGSTAFF, Ariz. — A federal law that gives preference to Native American fami- lies in foster care and adoption proceedings involving Native American children is fac- ing the most signifi cant legal challenge since it was enacted more than 40 years ago. A federal judge in Texas ruled the Indian Child Welfare Act is unconstitutional, say- ing it is racially motivated and violates the equal protection clause. More than 20 states have joined hundreds of tribes, advocacy groups and the federal agency overseeing Indian affairs in urging an appellate judge to uphold the law. They say tribes are a political classifi cation, not a racial one, and overturning the act would lead to untold damage in tribal communities.
