The City of Astoria Design Review Committee will hold a public
hearing on Thursday, March 7, 2019 at 5:30 p.m. at Astoria City
Hall, Council Chambers, 1095 Duane Street, Astoria. The purpose
of the hearing is to consider the following request(s):
1. Design Review Request (DR18-03) by Daren Doss, on behalf
of Ryan Blum and Britta Herwig, to construct a two-story, 1,860
square foot single family residence at 2800 Mill Pond Lane (Map
T8N R9W Section 9CB WM, Tax Lots 6832 and 6833) within the
Gateway Area in the Attached Housing-Mill Pond (AH-MP) Zone
and within the Gateway/Civil Greenway Overlay Zone.

REQUEST FOR PROPOSALS
WARRENTON-HAMMOND SCHOOL DISTRICT
CONSTRUCTION MANAGEMENT SERVICES
Notice is hereby given that Warrenton-Hammond School District
(the “District”) is seeking proposals from qualified construction
management firms (the “Proposer”) interested in providing ser-
vices to assist staff in implementing construction projects that will
be funded by a $38.5 million bond levy passed on November 6,
2018.
Sealed proposals will be submitted to Mark Jeffery, Superinten-
dent, 820 SW Cedar, Warrenton, Oregon 97146, before 1pm PDT,
on April 1, 2019. Late proposals will not be accepted. No reading
of the proposals will be conducted or announcement of specifics
will be discussed.
No pre-Proposal conference will be held in connection with this
Request for Proposals.
All proposals shall be submitted as set forth in this document. Pro-
posers are responsible for submitting proposals in the manner,
format, and to the delivery point required by the District.
No Proposal may be withdrawn after the hour set for the opening
thereof until the elapse of sixty (60) days from the date and time
set for opening.
Attention is called to the provisions of the Oregon Statutes, Chap-
ter 279. The proposer must indicate if proposer is a resident pro-
poser as defined in ORS 279A.120.
Warrenton-Hammond School District reserves the right to reject
any or all proposals not in compliance with all prescribed public
bidding procedures and requirements, and may reject for good
cause any or all proposals upon a finding of the District if it is in the
public interest to do so.

INVITATION TO BID
Sealed bids for the Manzanita - Hwy 101 Water Main Bore Proj-
ect will be received and accepted via the online electronic bid
services through QuestCDN vBid (www.questcdn.com) until 2:00
P.M., Pacific Standard Time, on March 14, 2019 for the Owner,
City of Manzanita, at 543 Laneda Avenue, Manzanita, Oregon
97130, at which time and place they will be publicly opened and
read aloud. No bids will be accepted after this time. All bidders
shall submit electronically, separately, within two working hours of
the bid opening time, on the bid date, a completed First-Tier Sub-
contractor Disclosure Form in compliance with ORS 279C.370.
The work for this project consists of approximately 850 LF of wa-
ter main installation work. The work will be accomplished in the
Spring of 2019.
In general, the elements of work include, but are not limited to:
1. Installation of water main and appurtenances, by hydraulic
directional drilling.
2. Installation of two (2) hydrant assemblies.
3. Installation and re-connection of one (1) residential water
service.

The School may reject any
Proposal not in compliance
with all prescribed public bid-
ding procedures and require-
ments and may reject for good
cause any or all Proposals
upon a finding of the School
that it is in the public interest
to do so.
Bid security in the amount of not less than 10% of the bid must ac-
company each bid in accordance with the Instructions to Bidders.
The online bid must be completed and submitted, all addenda ac-
knowledged, and acknowledgement uploaded to the site, and a
copy of the bid bond uploaded to the site. If a copy of the bid bond
is uploaded, the original must be provided to the City after the bid
opening but before the end of business on Friday, March 15, 2019.
The Owner reserves the right to reject any bid not in compliance
with all prescribed public bidding procedures and requirements,
and may reject, for good cause, any or all bids upon a finding of
the Owner that it is in the public interest to do so in accordance
with ORS 279C.395. The Owner reserves the right to waive any
bid irregularities or informalities.
No bidder may withdraw or modify the bidder’s bid after the hour
set for the opening thereof, until after the lapse of 30 days from
the bid opening.
