Notorious Mexican drug lord
‘El Chapo’ Guzman convicted
NEW YORK — Mexico’s most notori-
ous drug lord, Joaquin “El Chapo” Guzman,
was convicted today of running an industri-
al-scale smuggling operation after a three-
month trial packed with Hollywood-style
tales of grisly killings, political payoffs,
cocaine hidden in jalapeno cans, jewel-en-
crusted guns and a naked escape with his
mistress through a tunnel.
Guzman faced a drumbeat of drug-traf-
ficking and conspiracy convictions that
could put the 61-year-old escape artist
behind bars for decades in a maximum-se-
curity U.S. prison selected to thwart another
one of the breakouts that embarrassed his
native country.
New York jurors whose identities were
kept secret reached a verdict after deliber-
ating six days in the expansive case, sort-
ing through what authorities called an “ava-
lanche” of evidence gathered since the late
1980s that Guzman and his murderous
Sinaloa drug cartel made billions in profits
by smuggling tons of cocaine, heroin, meth
and marijuana into the U.S.
Evidence showed drugs poured into the
U.S. through secret tunnels or hidden in
tanker trucks, concealed in the undercarriage
of passenger cars and packed in rail cars
passing through legitimate points of entry
— suggesting that a border wall wouldn’t be
much of a worry.
The prosecution’s case against Guzman,
a roughly 5½-foot figure whose nickname
translates to “Shorty,” included the testi-
mony of several turncoats and other wit-
nesses. Among them were Guzman’s former
Sinaloa lieutenants, a computer encryption
expert and a Colombian cocaine supplier
who underwent extreme plastic surgery to
disguise his appearance.
US strikes IS-held mosque as
Syria battle intensifies
BEIRUT — The U.S. military said today
it struck a mosque that had allegedly been
used as an Islamic State control center, as
American-allied Syrian forces battled the
extremists in their last stronghold in east-
ern Syria amid reports of more civilian
casualties.
Warplanes struck the mosque in the small
town of Baghouz on Monday in support of
the Kurdish-led Syrian Democratic Forces.
The U.S.-led coalition said the airstrike
occurred as IS was using the mosque to
direct attacks and employ suicide car bombs
against the SDF.
Hundreds of mostly foreign IS fight-
ers are believed to remain in Baghouz and
nearby areas, where the SDF began its final
push Saturday after months of fighting.
IS has been fighting back with suicide car
bombs, sniper fire and booby traps, and has
been using civilians as human shields, slow-
ing the U.S.-backed fighters’ advance.
Syrian state media reported that about
70 people were killed or wounded in an air-
strike by the U.S.-led coalition on the edge
of Baghouz. It said the airstrike hit a settle-
ment where hundreds of people were taking
shelter from the fighting.
At least 20,000 civilians have fled the
last sliver of IS-controlled territory in just
the past few weeks. The numbers have over-
whelmed Kurdish-run camps in northeastern
Syria, where humanitarian conditions are
already dire amid a cold winter and meager
resources.
Budget deal allows less money
than Trump wanted for wall
WASHINGTON — President Donald
Trump said today he’s “unhappy” with a
hard-won agreement to prevent a new gov-
ernment shutdown and finance construction
of more barriers along the U.S.-Mexico bor-
der, but he didn’t say he wouldn’t sign the
measure. GOP congressional leaders swung
behind the proposed deal, selling it as a nec-
essary compromise.
Trump said he doesn’t believe there will
be a shutdown, which could have hit hun-
dreds of thousands of federal workers again
this weekend. “Everything” is on the table,
he said at the White House, but “we cer-
tainly don’t want to see a shutdown.”
Top Republicans Mitch McConnell in the
Senate and Kevin McCarthy in the House
both claimed victory, crowing about Dem-
ocratic concessions on new border barri-
ers and a late-stage battle over the ability of
federal authorities to arrest and detain immi-
grants living illegally in the U.S.
Republicans and the White House are
desperate to avoid another bruising shut-
down. They tentatively agreed Monday
night to far less money for Trump’s border
wall than the White House’s $5.7 billion
wish list, settling for a figure of nearly $1.4
billion.
The agreement means 55 miles of new
fencing in the Rio Grande Valley in Texas —
constructed through existing designs such as
metal slats instead of a concrete wall — but
far less than the 215 miles the White House
demanded in December. It closely mirrors
Trump’s original budget request from last
winter.
Contract: ‘I think there are benefits to both sides’

“It was a long pro-
cess, and like any nego-
tiation, nobody’s super
thrilled about the result ...
but everyone’s reached the
result that works for both
parties,” Jim Paino, the
chamber’s executive direc-
tor, said at last week’s City
Council meeting. “We’re
happy with it, the board’s
happy with it, and we’re
excited to get to work.”
The change, which
came after more than nine
months of negotiation, is
driven in part by the city’s
desire to minimize trans-
fers out of the general
fund. Years of heavily sub-
sidizing other city funds
like public works, which
has projects that can’t be
covered by water rate rev-
enues, has caused con-
cern that the general fund
balance will continue to
decrease over time, City
Manager Bruce St. Denis
has said.
But it also comes from
the city’s desire to have
more oversight. Part of the
contract requires the cham-
ber to meet with the city
quarterly to explain what
has been done and what
they plan to do with the
marketing program.
Some on the City Coun-
cil have taken issue with a
perceived lack of commu-
nication about certain proj-
ects — most notably the
branding guide released
last year, which included
a city logo that drew some
local criticism. If the coun-
cil and chamber can’t come
to an agreement, the coun-
cil can terminate the con-
tract within 90 days.
“It puts council and
city in a better position to
knowing what’s going on,”
St. Denis said.
Some on the council,
however, felt the contract
didn’t do enough to ensure
a reserve fund would be
established in the event the
chamber receives more in
lodging taxes than antici-
pated in a given year.
“If the program gets
wildly successful and
those amounts get so large
you can’t utilize those
funds for promotion, I’d
like to see those funds go
into a reserve for a rainy
day when we don’t collect
as much,” City Councilor
Mike Benefield said.
Part of what prompted
the city to look at the
chamber’s contract was
the desire to find ways to
save some lodging tax dol-
lars to be used during an
economic downturn or for
other tourism facility-re-
lated projects.
“So when we get pre-
sented with an opportu-
nity, like buying the ele-
mentary school, we won’t
have the money to do that
because we won’t have
that reserve fund,” City
Councilor Nancy McCar-
thy said. “Yes, we’ll have
a little more in our gen-
eral fund ... but we still
won’t have a reserve fund
for some other things we’d
like to do that has to do
with tourism.”
