No breakthrough in shutdown talks

by his demands for fund-
ing for a border wall Sun-
day as another round of
shutdown talks failed to
break an impasse, while
newly empowered House
Democrats planned to step
up the pressure on Trump
and Republican lawmakers
by passing legislation this
week to reopen parts of the
government.
Trump, who spent part
of the day at Camp David
for staff meetings, showed
no signs of budging on his
demand of more than $5
billion for a wall along the
U.S.-Mexico border. White
House offi cials affi rmed
that request in a letter to
Capitol Hill after a meeting
with senior congressional
aides led by Vice President
Mike Pence at the White
House complex yielded lit-
tle progress.

The White House said
the letter, as well as details
provided during the meet-
ing, sought to answer Dem-
ocrats’ questions about the
funding request. Democrats,
though, said the administra-
tion failed in both the meet-
ing and the letter to provide
a full budget of how it would
spend the billions requested
on the wall, money the pres-
ident wants from Congress.
The letter includes a
request for $800 million
for “urgent humanitar-
ian needs,” a refl ection of
the growing anxiety over
migrants traveling to the
border — which the White
House said Democrats
raised in the meetings. And it
repeats some existing fund-
ing requests for detention
beds and security offi cers,
which have already been
panned by Congress and
would likely fi nd resistance
among House Democrats.
Still, the request makes
clear a wall is a top priority.
Vought writes that a “physi-
cal barrier — wall — creates
an enduring capability that
helps fi eld personnel stop,
slow down and/or contain
illegal entries.”
Trump sought to frame a
steel barrier as progress as
he returned from the presi-
dential retreat in Maryland,
saying Democrats “don’t
like concrete, so we’ll give
them steel.” The president
has already suggested his
defi nition of the wall is fl ex-
ible, but Democrats have
made clear they see a wall as
immoral and ineffective and
prefer other types of border
security funded at already
agreed upon levels.
With the partial shutdown
in its third week, House
Speaker Nancy Pelosi said
she intends to begin pass-
ing individual bills to reopen
agencies in the coming days,
starting with the Treasury
Department to ensure peo-
ple receive their tax refunds.
That effort is designed to
squeeze Senate Republicans,
some of whom are growing
increasingly anxious about
the extended shutdown.
The seemingly intrac-
table budget showdown
marks the fi rst clash for
Trump and Democrats, who
now control the House. It
pits Trump’s unpredictable
negotiating stylings against
a largely united Democratic
front, as many Republicans
watch nervously from the
sidelines and hundreds of
thousands of federal work-
ers go without pay.
Although Trump tweeted
that the Sunday session
had been “productive,” two
Democrats familiar with
the meeting gave a differ-
ent take, saying the White
House had not provided
the budget details they
had requested and again
declined to re-open govern-
ment. One of the offi cials
— neither was authorized
to speak publicly — said no
additional meetings were
scheduled.
Trump said earlier in
the day that he was hop-
ing for “some very serious
talks come Monday, Tues-
day, Wednesday.” While
insisting he wanted to make
a deal, he also declared he
would not give an inch in his
fi ght for funding for a border
barrier, saying: “There’s not
going to be any bend right
here.”
Among the Republi-
cans expressing concerns
was Sen. Susan Collins,
R-Maine, who said Sen-
ate Majority Leader Mitch
McConnell should take up
bills from the Democrat-
ic-led House.
“Let’s get those reopened
while the negotiations con-
tinue,” Collins said on
NBC’s “Meet the Press.”
Democrats criticized McCo-
nnell for waiting on Trump’s
support, but Collins said she
was sympathetic to McCon-
nell’s opposition to moving
legislation without agree-
ment from the president.

US, Turkey set for negotiations
on fate of Kurds
ANKARA, Turkey — U.S. National Security Adviser
John Bolton is set to press Turkey for assurances that it
won’t attack the Kurdish fi ghters in Syria, which he said
is now a condition for the withdrawal of American troops
from northeastern Syria.
Bolton arrived today for negotiations with the NATO
ally about the safety of the Kurds, who have fought along-
side American forces against the Islamic State in Syria, and
fear a military assault from Turkey should the U.S. pull out.
The talks are likely to be contentious, as Turkey consid-
ers the Syrian Kurdish People’s Protection Units, or YPG,
a terrorist group linked to an insurgency within its borders,
and has threatened to mount a campaign against the groups.
Bolton, who is expected to meet Tuesday with Turkish offi -
cials including President Recep Tayyip Erdogan, said the
U.S. would oppose any such move against its allies in the
fi ght against IS.
Turkish Defense Minister Hulusi Akar hit out at Bolton
today, saying on Twitter that Turkey’s fi ght isn’t against
Kurds but against Kurdish rebels and Islamic States mili-
tants who pose a threat to all ethnic groups.
Ginsburg missing Supreme Court
arguments for 1st time
WASHINGTON — Justice Ruth Bader Ginsburg is
missing arguments for the fi rst time in more than 25 years
as she recuperates from cancer surgery last month, the
Supreme Court said.
Ginsburg was not on the bench as the court met today
to hear arguments. It was not clear when she would return
to the court, which will hear more cases on Tuesday and
Wednesday, and again next week.
Court spokeswoman Kathy Arberg said the 85-year-old
justice is continuing to recuperate and work from home

Chief Justice John Roberts said in the courtroom today
that Ginsburg would participate in deciding the argued
cases “on the basis of the briefs and transcripts of oral
arguments.”
Uber driver pleads guilty
to 6 murders in 2016
KALAMAZOO, Mich. — A man charged with killing
six strangers between picking up rides for Uber pleaded
guilty to murder today in Michigan.
Jason Dalton’s surprise move occurred as lawyers
and a judge planned to pick a jury in Kalamazoo County
court. There was no deal: He pleaded guilty to murder and
attempted murder, and he faces a mandatory sentence of
life in prison with no chance for parole.
“I’ve wanted to do this for quite a while,” Dalton told a
judge.
He answered “yes” to a series of questions, admitting
that he shot eight people at three locations in the Kalam-
azoo area in 2016. Four women, a man and a 17-year-old
boy were killed.
After Dalton’s arrest, police quoted him as saying a
“devil fi gure” on Uber’s app was controlling him on the
day of the shootings. He was found competent to stand trial
and last week dropped an insanity defense.
Michigan family of 5 killed in
wrong-way crash in Kentucky
LEXINGTON, Ky. — A suspected drunken driver head-
ing the wrong way on Interstate 75 in Kentucky struck a
vehicle carrying fi ve family members from Michigan early
Sunday, killing all six people, authorities said.
The southbound pickup truck being driven in the north-
bound lanes struck the family’s sport utility vehicle at
2:30 a.m. in Lexington. The SUV caught fi re and all fi ve
occupants of that vehicle died, along with the pickup’s
driver, police said.
The family from Northville, Michigan, was returning
from a vacation in Florida. They were identifi ed as Issam
Abbas, 42 and Rima Abbas, 38, along with their children, a
boy Ali Abbas, 14; and girls Isabella Abbas, 13, and Giselle
Abbas, 7.
The driver of the white pickup was identifi ed as 41-year-
old Joey Lee Bailey of Georgetown. Authorities believe
Bailey was driving under the infl uence and that toxicology
tests were planned. The interstate was shut for hours as the
accident investigation opened.
It was the second crash in three days involving multi-
ple deaths on Interstate 75, a bustling north-south corri-
dor crossing the nation’s midsection from South Florida to
the U.S. border with Canada. Near Gainesville, Florida, an
accident Thursday on a relatively fl at stretch of the inter-
state that started between two tractor-trailers killed seven
people, including fi ve children on a trip to Walt Disney
World in a church van from Louisiana. The truck drivers
also were killed and at least eight others were injured.
