Basin: ‘The entire causeway is failing’ Government

bridge engineer, said about
one-third of the timber struc-
tures holding up the causeway
have significant rot — in some
cases, 12-inch beams have
between 8 and 10 inches of rot.
“We don’t think it’s safe for
anyone to be on that bridge,”
Johnson said.
The Port repaired the cause-
way in 2010 but used untreated
timber, much of which has
since begun rotting anew.
“We can’t go into the water
with creosote,” said Matt
McGrath, director of opera-
tions at the Port, of a common
chemical used for preserving
timber.
There
are
alternate,
approved methods of pre-
serving timber, but he doesn’t
know why Port staff at the time
didn’t use those, McGrath said.
The Port Commission
unanimously approved spend-
ing more than $231,000 to
have Bergerson Construction,
the sole bidder, replace 60 pil-
ings around the central water-
front. The contract did not
include any work at the East
Mooring Basin.
Port staff has estimated
upward of $4 million is nec-
essary to fully replace the
East Mooring Basin cause-
way, built in the 1940s along
with the East Mooring Basin
as part of a post-World War II
employment project to expand
local moorage. While the rock
breakwaters and wing jetties
protecting the marina were
built and recently upgraded
by the U.S. Army Corps of
Engineers, the causeway is the
Port’s responsibility.
“This is sad news,” Knight
said of the closure. “It’s not

audit of practices at Navient
Corp., the nation’s third-larg-
est student loan servicing
company.

The issues with the cause-
way, along with potentially
contaminated soil from sea
lions hanging out in the marina,
complicate discussions around
trying to develop the marina,
Knight said. A development
group led by Floyd Holcom,
the owner of Pier 39 next door,
and architect Nik Sernande
has proposed renting the basin
and developing floating homes
along the waterfront, a cruise
ship terminal along the jetties
and an enhanced promenade
along the Astoria Riverwalk.
The Port has not allocated
money to repair the cause-
way and has many issues there
beyond its financial capacity,
Knight said. “There is simply
no justifiable, corresponding
revenue that would justify the
expense.”
Commissioner
Bill
Hunsinger, who has criticized
the Port’s decision to abandon
the causeway, asked if staff
could look into how much it
would cost to secure a narrow
walkway, rather than the entire
causeway, for people to reach
their boats.
“These people have been
our tenants,” he said. “I don’t
understand since we’ve known
this all this time, and we want
to protect our tenants, why we
didn’t do something sooner.”
There may be bigger
issues than the 60 pilings,
McGrath said, such as deteri-
orating posts underpinning the
deck.
“Those are going to be
repairs that divers may have to
do,” he said. “You start doing
that and you’re going to get
into big money real quick.
What our thought was that if
we’re going to make repairs
like this, you’re going to be
throwing good money after
bad, because the deck is fail-
ing. The entire causeway is
failing.”

“She can be tough, grouchy,
and when people go before her
on the Ways and Means sub-
committees, they had better
be prepared. Pity those who
aren’t,” Hass said.

That was what Courtney
had in mind.
“I think that’s the best way
to put together a remarkable
budget for Oregon in a very
difficult time that reflects all
of Oregon. Their backgrounds
are perfectly complementary,”
Courtney said.
The pair plans to meet
together with state officials,
advocates and others making
budget requests. Such meet-
ings will allow the two legisla-
tors to hear the same informa-
tion at the same time, “feed off
each other’s questions and get
the most robust understanding
of serious budget requests,”
Steiner Hayward said.
The Senate president’s deci-
sion to appoint the women as
chairs was ingenious, she said.
“I see this as an opportunity
to try to decrease the rural-ur-
ban divide when it comes to
budgeting issues,” Steiner
Hayward said. “She grew up in
central Oregon and now lives
in Scappoose and represents
rural places in northwest Ore-
gon and coastal areas. Having
that perspective will be really
helpful and make sure that we
are as even handed and helpful
to rural Oregon.”

Navient disputed the
audit’s conclusions in its
response to the Department
of Education and has denied
the allegations in the law-
suits. One point the company
makes in its defense is that its
contract with the education
department doesn’t require
its customer service represen-
tatives to mention all options
available to the borrower.
“This (audit), when
viewed as a whole, as well
as dozens of other audits and
reviews, show that Navient
overwhelmingly performs
in accordance with program
rules while consistently help-
ing borrowers choose the
right options for their circum-
stances,” said Paul Hartwick,
a company spokesman.
The conclusions of the
2017 audit, which until now
have been kept from the pub-
lic, appear to support federal
and state lawsuits that accuse
Navient of boosting its profits
by steering some borrowers
into the high-cost plans with-
out discussing options that
would have been less costly
in the long run.
The education department
has not shared the audit’s
findings with the plaintiffs
in the lawsuits. In fact, even
while knowing of its conclu-
sions, the department repeat-
edly argued that state and
other federal authorities do
not have jurisdiction over
Navient’s business practices.
“The existence of this
audit makes the Depart-
ment of Education’s posi-
tion all the more disturbing,”
