Central American aid
WASHINGTON — President Donald Trump
says the U.S. will begin cutting aid to three Cen-
tral American countries he accused of failing to
stop thousands of migrants heading for the U.S.
border. But across his administration there was
no indication of any action.
For hours on Monday, White House offi-
cials were unable to provide an explanation
for the president’s threats, which reflected both
his apparent frustration with the migrant car-
avan and his determination to transform it into
Republican election gains. Federal agencies said
they’d received no guidance on the president’s
declaration, issued as he attempts to make ille-
gal immigration a focus of next month’s mid-
term elections.
If Trump should follow through with his
threat to end or greatly reduce U.S. aid, that
could worsen the poverty and violence that are
a root cause of the migration he has been railing
against, critics said.
Trump tweeted, “Sadly, it looks like Mexi-
co’s Police and Military are unable to stop the
Caravan heading to the Southern Border of the
United States.” He added without evidence that
“criminals and unknown Middle Easterners are
mixed in.”
“I have alerted Border Patrol and Military
that this is a National Emergy,” he wrote. “Must
change laws!”
Associated Press journalists traveling with
the caravan for more than a week have spoken
with Hondurans, Guatemalans and Salvadorans
but have not met any of the “Middle Eastern-
ers” that Trump claimed had “mixed in” with the
Central American migrants. It was clear, though,
that more migrants were continuing to join the
caravan.
Trump’s tweets marked the latest escalation
of his efforts to thrust immigration politics into
the national conversation in the closing weeks
of the congressional elections. He and his senior
aides have long believed the issue — which was
a centerpiece of his winning presidential cam-
paign — is key to revving up his base and moti-
vating GOP voters to turn out in November.
“Blame the Democrats,” he wrote. “Remem-
ber the midterms.”
At a campaign rally in Houston on Monday
night, he falsely accused Democrats of “encour-
aging millions of illegal aliens to break our laws,
violate our borders and overwhelm our nation.”
It is Congress, not the president, that appro-
priates aid money. The White House would have
to notify Congress if it wanted to cut or reallo-
cate aid, which could delay or complicate the
process.

ous position” by deciding to abandon an exist-
ing nuclear weapons treaty with Russia without
offering anything to replace it.

Alzheimer’s diagnosis
WASHINGTON — Sandra Day O’Connor, the first woman on the Supreme Court,
announced today that she has the beginning stages of dementia, “probably Alzheimer’s
disease.”
The 88-year-old said in a public letter that her diagnosis was made some time ago and that
as her condition has progressed she is “no longer able to participate in public life.”
“While the final chapter of my life with dementia may be trying, nothing has diminished
my gratitude and deep appreciation for the countless blessings in my life,” she wrote. She
added: “As a young cowgirl from the Arizona desert, I never could have imagined that one day
I would become the first woman justice on the U.S. Supreme Court.”
Her son, Jay O’Connor, said his mother had begun to have challenges with her short-term
memory. He also said hip issues have meant she now primarily uses a wheelchair and stays
close to her home in Phoenix. She last spoke in public more than two years ago.
O’Connor was a state court judge before being nominated to the Supreme Court in 1981
by President Ronald Reagan, who fulfilled a campaign promise by nominating a woman to the
Supreme Court. O’Connor had graduated third in her class from Stanford Law School and was
the first woman to lead the Arizona state senate. She was 51 when she was unanimously con-
firmed to the high court.
On the Supreme Court, her votes were key in cases about abortion, affirmative action and
campaign finance as well as the Bush v. Gore decision effectively settling the 2000 election in
George W. Bush’s favor.
Russian President Vladimir Putin’s spokes-
man acknowledged the 1987 arms control deal
had “weak spots.” But Dmitry Peskov warned
Washington against withdrawing from the agree-
ment without proposing improvements or a sub-
stitute treaty.
“Right now, we don’t have any prospects
whatsoever for a new deal,” Peskov said. “It’s
important to figure out if it’s possible or not.”
Trump on Monday restated his threat to pull
out of the Intermediate-Range Nuclear Forces
(INF) Treaty because of alleged Russia vio-
lations. He said the United States would start
developing the type of ground-launched nuclear
cruise and ballistic missiles the treaty banned
until “people come to their senses” and then
“we’ll all stop.”
In Moscow, Peskov said that sacrificing the
landmark pact for a hypothetical better deal was
“a dangerous position.”

Fierce Hurricane Willa
closes in on Mexican
resort area
MAZATLAN, Mexico — Hurricane Willa
roared into a cluster of Mexican islands holding
a prison colony and headed for a collision this
afternoon with a stretch of the country’s Pacific
coast, its 125 mph winds and high waves threat-
ening high-rise resorts, surfing beaches and fish-
ing villages.
Willa briefly reached Category 5 strength on
Monday, then weakened to a Category 3. But
the U.S. National Hurricane Center warned that
it was still likely to bring life-threatening storm
surge, wind and rain to parts of western Mexico.
The storm battered the Islas Marias, about
60 miles off the mainland, this morning. It was
expected to blow ashore in the evening south of
Mazatlan, a tourist resort of about 500,000 peo-
ple with many U.S. and Canadian expatriates.
As Willa closed in, the beach in Mazat-
lan almost disappeared, with waves slamming
against the coastal boulevard, black clouds
looming overhead.
A few surfers took advantage of the high
waves even as workers boarded up windows on
hotels, shops and homes.
Schools were closed and the streets nearly
empty.

Ronald Reagan and Soviet leader Mikhail Gor-
bachev, prohibiting the U.S. and Russia from
possessing, producing or test-flying ground-
launched nuclear cruise and ballistic missiles
with a range of 300 to 3,400 miles.
China was not a party to the original agree-
ment, and Trump said Monday it should be
included in the treaty.
U.S. National Security Adviser John Bolton is
scheduled to meet with Putin in Moscow today.
Bolton struck a conciliatory note in his talks with
senior Russian officials earlier in the day.
Russian Defense Minister Sergei Shoigu
lauded Bolton for making a two-day visit and
said that “even small steps will benefit our rela-
tions and help restore trust” between the two
countries.
He also said that Russia and the U.S. should
build up their cooperation in Syria that helped
to prevent major incidents in the sky or on the
ground.
BEDFORD, N.Y. — A bomb was found in a
mailbox at the suburban New York compound of
George Soros, the liberal billionaire philanthro-
pist who has been the target of right-wing con-
spiracy theorists, authorities said today.
Federal investigators were reviewing sur-
veillance video to determine whether the pack-
age had been sent through the mail or delivered
some other way, officials said, adding it was also
not clear if the parcel was addressed to Soros.
A security officer at the compound about 50
miles north of Manhattan became suspicious
of the package Monday afternoon and placed
it in a wooded area before alerting the FBI and
the Bureau of Alcohol, Tobacco, Firearms and
Explosives, authorities said. Agents came out
and safely detonated the device, which con-
tained explosive powder.
The device resembled a pipe bomb and was
inside a package placed in a mailbox outside
the gates of the compound. It was opened in a
secure location just inside the gates, nowhere
near Soros’ quarters.
The Bedford Police Department said the
FBI’s terrorism task force was investigating.
Soros, who made his fortune in hedge funds,
frequently donates to liberal causes. Recently,
conservative critics have accused him without
evidence of secretly financing the caravan of
Central American migrants making their way
toward the U.S.
Soros, who is Jewish, has also been the tar-
get of anti-Semitic smears. Some have falsely
accused him of being a Nazi collaborator during
World War II, when he was a child in Hungary.
Activists frequently post on social media the
addresses of his homes, sometimes along with
threats.
