The clearest line between
the two candidates appeared
during a discussion of the
environmental impacts of eco-
nomic development.
Roscoe said forestry can
unfairly be seen as an “ogre”
and that most people he knows
in the industry are environ-
mentally conscious. “We need
to keep those working-wage,
family-wage jobs that are in
those industries,” he said. “Our
county government relies on
that.”
Wev called the county’s
abundant natural resources “a
blessing and a curse.” While
not disagreeing with Roscoe,
she focused her answer on
environmental impacts.
“I think we really need
to have a focus on responsi-
ble stewardship of the land to
make sure the timber indus-
try isn’t degrading the water
quality and that our water
resources are kept as abundant
as they can be,” she said.
Differing priorities also
arose during a housing
discussion.
Roscoe said hundreds of
workforce housing units could
open if the county pressed the
state to loosen regulations.
“I think the real issue that
we’re focusing on is workforce
housing,” he said. “Affordable
housing, I think the real estate
market can take care of part of
that.”
Wev said she is confident
the county has thousands of
acres of buildable land for
housing. She cited the coun-
ty-led housing study, which
she repeatedly praised.
“We just have to be strate-
gic at how we help it get devel-
oped,” she said.
The land use planner also
pointed to a lack of understand-
ing by local housing develop-
ers on county procedures.
“I have found in the work
that I have done here in Clat-
sop County that the process is
actually quite good,” Wev said.
“I think the issue is here, as
opposed to most urban areas,
we have rather unsophisticated
developers, and they don’t
always spend as much time
doing their own due diligence
as they need to do.”
said she supports the idea of
a countywide dispatch center
and would like to rehash talks
of a bypass that would make
it easier to enter and exit the
area. She also said the county
needs a stronger voice asking
for state grants.
“I’ve had various conver-
sations with legislators who
say that, you know, if they
don’t hear from their citi-
zens, they don’t know what’s
up. They don’t know what it’s
about,” she said.
Roscoe said that a num-
ber of logging roads in the
area could be paved to pro-
vide access for emergency
services. Both candidates
pointed to public education
as a necessity, though Roscoe
stressed that teaching self-re-
liance is the county’s most
important function in emer-
gency planning.
“Do not expect some gov-
ernment agency to come and
rescue you,” Roscoe said.
Candidates were asked
about a planned data center
at the county’s North Coast
Business Park in Warrenton.
In August, commissioners
approved a $1.2 million sale
to Agile Design, which plans
to build on the 67-acre plot.
Roscoe, however, raised
doubts about whether funding
is available.
“That particular project
may or may not move for-
ward, according to some con-
versations I’ve had,” he said.
“I think that the decision to
begin the process to explore
that data center was an excel-
lent idea. I think any kind of
high-tech industry that we
can attract to this area is just
excellent.”
Wev said the county needs
to attract local workers, possi-
bly through training programs
at the college. The average
wage of the 76 potential jobs
at the data center is estimated
at $75,000. “My first question
when I heard about the data
center was, ‘Wow, do we have

When asked if commis-
sioners coordinate enough
with cities, the candidates crit-
icized the tendency to work in
“silos.”
“I’ve hosted many city
manager meetings in the back
room at Fulio’s on a regu-
lar basis as they come for-
ward and meet with the
county manager and the var-
ious city managers, so I think,
on that level, there exists a lot
of communication,” Roscoe
said. “I think you should defi-
nitely have a relationship with
the councilors from the vari-
ous cities as a commissioner,
and when those opportunities
overlap, the idea is to build
a team that’s going to move
things forward.”
Wev said communication
with cities should largely fall
on county staff, but added that
commissioners could do a bet-
ter job of advising each other
about their committee work.
She called for more oppor-
tunities to work together,
including work sessions.
“I hear the reports at the
end of the commission meet-
ing, but I don’t ever hear them
talking together about these
issues, which I think is a big
mistake,” Wev said.
