Canada ready to open the door to legal marijuana

TORONTO — Tom Clarke
has been dealing marijuana ille-
gally in Canada for 30 years.
He wrote in his high school
yearbook that his dream was to
open a cafe in Amsterdam, the
Dutch city where people have
legally smoked weed in coffee
shops since the 1970s.
Turns out, Clarke didn’t
have to go nearly so far to open
his own retail cannabis outlet.
On Wednesday, Canada
becomes the second and larg-
est country with a legal national
marijuana marketplace. Uru-
guay was first. Clarke, 43, will
be among the first to legally sell
recreational marijuana when his
shop opens at midnight in New-
foundland, Canada’s eastern-
most province.
“I am living my dream.
Teenage Tom Clarke is loving
what I am doing with my life
right now,” he said.
At least 111 legal pot shops
are planning to open across the
nation of 37 million people on
the first day, according to an
Associated Press survey of the
provinces. That is a small slice
of what ultimately will be a
much larger marketplace.
No stores will open in
Ontario. The most populous
province is working on its reg-
ulations and doesn’t expect
stores until next spring.
Canadians everywhere will
be able to order marijuana
products through websites run
by provinces or private retail-
ers and have it delivered to their
homes by mail.
Canada has had legal med-
ical marijuana since 2001,
and amid excitement over the
arrival of legal recreational pot,
many in the industry spent the
last days of prohibition on tasks
familiar to any retail business
— completing displays, doing
mock openings and training
employees to use sales-tracking
software.
“It’s been hectic,” said
Roseanne Dampier, who joined
her husband — both former
welders — in opening Alter-
native Greens, a licensed store
in Edmonton, Alberta. “We
have been extremely busy just
trying to be able to meet that
deadline.”
Canada’s federal govern-
ment, led by Prime Minister
Justin Trudeau, spent about two
years planning for legalization,
fueled by a desire to bring deal-
ers like Clarke out of the black
market and into a regulated
system.
Canada’s national approach
has allowed for unfettered
industry banking, inter-prov-
ince shipments of cannabis and
billions of dollars in investment
— a sharp contrast with national
prohibition in the United States.
Nine U.S. states have legalized
the recreational use of mari-
juana, and more than 30 have
approved medical marijuana.

pens to the people who don’t
leave: What kind of fines will
they be asked to pay? Large
fines could set a homeless per-
son back for months or even
years, he said.
Most of the homeless peo-
ple he knows in the woods
have jobs.
But “even though they’re
working,” Nordquist said,
“they’re working at jobs that
can’t sustain them. They can’t
get an apartment. They have
to have three or four of them
together to get one apartment
and no one in this town is
going to rent to three or four
separate individuals. It’s a
mess usually.”
It is not the Astoria Police
Department’s intention to dis-
place people, Police Chief
Geoff Spalding reiterated.
Nor does Spalding plan to
begin issuing any citations for
camping.
City councilors had delayed
a vote to amend the rule earlier
this month to give the mayor’s
homelessness solutions task
force time to meet and discuss
how best to contact the people
living in the woods and con-
nect them with social services.
On Monday, the group rec-
ommended police include a
resource guide from Clatsop
Community Action with any
24-hour cleanup notices they
post. The guide lists phone
numbers and information for a
wide variety of social services
available in Clatsop County.
The task force also recom-
mended that any 24-hour
cleanup notices be posted on
a Friday with no action taken
until a Tuesday, to give peo-
ple several days to prepare and
then have Monday to contact
Clatsop Community Action.
The ordinance is “not
meant as a penalty to the
homeless,” assured Mayor
Arline LaMear. “I believe very
firmly in the inherent worth
of every single individual on
this planet. I sympathize and
empathize with the homeless.
I have a homeless son in San
Luis Obispo right now so I
understand what’s going on.”

on the street, pleading, argu-
ing and demanding that fans
behave themselves, find some-
where else to park and visit
other sites in Astoria.
The city later put up offi-
cial signs in an attempt to
solve the parking issues. Since
the signs went up, things have
not been as bad as they used to
be, City Public Works Direc-
tor Jeff Harrington said at ear-
lier meetings. But the signs
have not completely solved the
problem.

hears from constituents often
about camping-related issues.
Neighbors have called police
to report suspicious activity
and officers have found stolen
property in the woods.
“We’re trying to be sensi-
tive to everybody’s needs and
find a balance,” Jones said.
Another task force rec-
ommendation is to appoint
a member of the City Coun-
cil to contact homeless people
individually.
Price, who is also a member
of the homelessness solutions
task force, volunteered. She
