Vice President Mike Pence is likely to attend,
said the officials, who spoke on condition of
anonymity to describe private discussions.
Trump noted the senator’s death in a tweet
Saturday: “My deepest sympathies and respect
go out to the family of Senator John McCain.
Our hearts and prayers are with you!” First lady
Melania Trump tweeted thanks to McCain for
his service to the country.
Bush and Obama had been McCain’s polit-
ical opponents, too, blocking his White House
ambitions in 2000 and 2008, respectively.
“These were bitter contests, both of them,” Sen.
Jeff Flake, R-Ariz., said Sunday on CBS’ “Face
the Nation,” and “to ask them to speak at your
funeral, and for them to be honored at the oppor-
tunity, that tells you all you need to know.”
One of McCain’s long-serving Senate col-
leagues, Majority Leader Mitch McConnell,
R-Ky., said Sunday, “The nation mourns the
loss of a great American patriot, a statesman
who put his country first and enriched this insti-
tution through many years of service.”
With McCain set to be honored in Arizona’s
Capitol, GOP Gov. Doug Ducey said in a tweet,
“This is a rare and distinct occurrence for a truly
special man.”
Ducey did not plan to announce his selec-
tion of a Senate successor to McCain until after
McCain’s burial. Under state law, the gover-
nor’s appointee to serve until the next general
election, in 2020, must come from the same
political party.
Tributes poured in from around the globe.
French President Emmanuel Macron tweeted
in English that McCain “was a true American
hero. He devoted his entire life to his coun-
try.” Israel’s prime minister, Benjamin Net-
anyahu, said McCain’s support for the Jewish
state “never wavered. It sprang from his belief
in democracy and freedom.” And Germany’s
chancellor, Angela Merkel, called McCain “a
tireless fighter for a strong trans-Atlantic alli-
ance. His significance went well beyond his
own country.”
McCain was the son and grandson of admi-
rals and followed them to the U.S. Naval Acad-
emy. A pilot, he was shot down over Vietnam
and held as a prisoner of war for more than five
years. He went on to win a seat in the House and
in 1986, the Senate, where he served for the rest
of his life.
“He had a joy about politics and a love for his
country that was unmatched,” Sen. Amy Klobu-
char, D-Minn., told CNN’s “State of the Union.”
‘’And while he never made it to the presidency,
in the Senate, he was the leader that would see a
hot spot in the world and just say, we need to go
there and stand up for that democracy.”

JACKSONVILLE, Fla. — A gunman
opened fire Sunday at an online video game
tournament as it was being livestreamed from
a Florida mall, killing two people and then
fatally shooting himself in a rampage that
wounded several others, authorities said.
Jacksonville Sheriff Mike Williams said
authorities believe 24-year-old David Katz of
Baltimore carried out the attack using at least
one handgun at the Jacksonville Landing, a
collection of restaurants and shops along the
St. Johns River. Williams said the man died
from a self-inflicted gunshot.
Nine other people were wounded by gunfire
and all were in stable condition Sunday eve-
ning after being taken to hospitals, Williams
said. He added that two others were injured in
the rush to flee the gunfire.
Katz was in Jacksonville for the
“Madden NFL 19” video game tournament,
authorities said. The games maker, EA Sports,
lists a David Katz as a 2017 championship
winner.
The competition was held in a gaming bar
that shares space with a pizzeria. Viewers could
watch the games online and see the players.
Investigators were looking into an online
video that appeared to capture the scene right
before the shooting began, Williams said. A red
dot that appears to be a laser pointer is visible
on the chest of a player seconds before the first
of about a dozen gunshots rings out.
The sheriff’s office used Twitter and Face-
book immediately after the shooting to warn
people to stay far away and to ask anyone who
was hiding to call 911. Police also barricaded
a three-block radius around the mall and sent
in a SWAT team and bomb squad experts to
secure the area. Police also took up positions
on a bridge spanning the river with a view of
the area.
NEW YORK — The government’s top offi-
cial overseeing the $1.5 trillion student loan
market resigned in protest today, citing what he
says is the White House’s open hostility toward
protecting the nation’s millions of student loan
borrowers.
Seth Frotman will step down as student loan
ombudsman at the end of the week, according
to his resignation letter. He held that position
since 2016, but has been with the Consumer
Financial Protection Bureau since its inception
in 2011.
Frotman is the latest high-level departure
from the CFPB since Mick Mulvaney, Presi-
dent Donald Trump’s budget director, took over
in late November. But his departure is espe-
cially noteworthy, since his office is one of the
few parts of the U.S. government tasked with
handling student loan issues.
The office was at the center of the lawsuits
against for-profit colleges like Corinthian Col-
leges and is heading up a lawsuit between the
CFPB and Navient, one of the nation’s largest
student lenders. The Navient lawsuit has been
mired in bureaucratic red tape as the Depart-
ment of Education, headed by Betsy DeVos, has
been unwilling to help the CFPB with its law-
suit. Since its creation, the student loan office
has returned $750 million to harmed borrowers.
“You have used the bureau to serve the
wishes of the most powerful financial compa-
nies in America,” Frotman wrote, addressing
his letter to Mulvaney. “The damage you have
done to the bureau betrays these families and
sacrifices the financial futures of millions of
Americans in communities across the country.”
The student loan office is not alone. Under
Mulvaney, the bureau has scaled back its
enforcement work and has proposed revising or
rescinding all of the rules and regulations it put
into place under the Obama administration.
THE HAGUE, Netherlands — Iran warned
today that re-imposed U.S. sanctions would
cripple its economy and plunge the volatile
Middle East deeper into crisis as it urged the
United Nations’ highest court to suspend the
Trump administration’s economic pressure on
Tehran.
In a written statement about the case at the
International Court of Justice, U.S. Secretary
of State Mike Pompeo called Iran’s claims
“meritless” and defended the sanctions as a
way of keeping Americans safe.
The world court’s wood-paneled Great
Hall of Justice in The Hague is the latest
backdrop for Washington and Tehran’s
high-stakes dispute about Iran’s nuclear
ambitions.
President Donald Trump said in May that
he would pull the U.S. out of a 2015 agree-
ment over Iran’s nuclear program and would
re-impose sanctions on Tehran. Washington
also threatened other countries with sanctions
if they don’t cut off Iranian oil imports by early
November.
Iran filed a case with the court in July chal-
lenging the re-imposition. Tehran alleges that
the sanctions breach a 1955 bilateral agree-
ment known as the Treaty of Amity that regu-
lates and promotes economic and consular ties
between the two countries.
The treaty was signed when the U.S. and
Iran were still allies following the 1953 rev-
olution — fomented by Britain and the U.S.
— that ultimately cemented the rule of Shah
Mohammad Reza Pahlavi.
However, diplomatic relations were sev-
ered following the 1979 Islamic Revolution
in Iran and takeover of the U.S. Embassy and
ensuing hostage crisis. Despite that dramatic
deterioration in relations, the treaty remains in
force.

WASHINGTON — Sen. John McCain’s ser-
vice to his country began more than six decades
ago at the U.S. Naval Academy at Annapolis
and will end there in a cemetery overlooking
Maryland’s Severn River.
A private burial service Sunday will con-
clude nearly a week of events honoring the Navy
aviator, prisoner of war, congressman, longtime
senator and presidential contender. The Arizona
Republican died of brain cancer Saturday at 81
at his ranch near Sedona.
Plans taking shape called for McCain to lie
in state Wednesday in the Arizona State Capi-
tol on what would have been his 82nd birthday.
A funeral will be conducted Thursday at North
Phoenix Baptist Church with former Vice Presi-
dent Joe Biden speaking.
In Washington, McCain will lie in state Fri-
day in the Capitol Rotunda with a formal cere-
mony and time for the public to pay respects.
On Saturday, a procession will pass the Vietnam
Veterans Memorial and arrive for a funeral at
Washington National Cathedral. Former Presi-
dents George W. Bush and Barack Obama are
expected to speak at the service.
A private funeral is planned for Sunday after-
noon at the Naval Academy Chapel followed by
a private burial at the academy cemetery. As he
wished, McCain will be buried next to a Naval
Academy classmate and lifelong friend, Chuck
Larson.

US, Mexico tentatively
set to replace NAFTA
WASHINGTON — The Trump adminis-
tration and Mexico have reached a preliminary
accord to end the North American Free Trade
Agreement and replace it with a deal that the
administration wants to be more favorable to the
United States.
President Donald Trump, in announcing the
tentative agreement today at the White House,
said a new deal would be called “the United
States-Mexico Trade Agreement.” Trump has
frequently condemned the 24-year-old NAFTA
trade pact as a job-killing “disaster” for the
United States.
Still, any new agreement is far from final. The
administration still needs to negotiate with the
third partner in NAFTA, Canada, to become part
of any new trade accord. Without Canada, Amer-
ica’s No. 2 trading partner, it’s unclear whether
any new U.S. trade agreement with Mexico
would be possible.
The president said that he will be calling
Canadian Prime Minister Justin Trudeau. He
has put pressure on Canada by threatening to tax
Canadian auto imports and to leave Canada out
of a new regional trade bloc.
NAFTA reduced most trade barriers between
the three countries. But Trump and other critics
say it encouraged U.S. manufacturers to move
south of the border to exploit low-wage Mexi-
can labor.
Talks to overhaul the agreement began a year
ago and have proved contentious.
U.S. and Mexican negotiators worked over the
weekend to narrow their differences. The Office
of the U.S. Trade Representative said today that
Mexico had agreed to ensure that 75 percent of
automotive content be produced within the trade
bloc (up from 62.5 percent) to receive duty-free
benefits and that 40 percent to 45 percent be
made by workers earning at least $16 an hour.
