Governors: Ban on land deals could hurt bird

DENVER — Some gover-
nors in the U.S. West say a new
Trump administration direc-
tive threatens to undermine a
hard-won compromise aimed
at saving a beleaguered bird
scattered across their region.
The directive, issued in late
July, severely limits a type
of land swap involving fed-
eral property. Critics say that
eliminates an important tech-
nique for saving habitat for the
shrinking population of greater
sage grouse.
“It took one of our tools
out of the toolbox,” said John
Swartout, an adviser to Colo-
rado Gov. John Hickenlooper.
Hickenlooper told fed-
eral officials in an Aug. 2 let-
ter that he opposes the change.
Nevada, Oregon and Utah
also expressed opposition or
concern.
A spokeswoman for the
U.S. Bureau of Land Manage-
ment, which issued the direc-
tive, said the agency would
work with the governors on
“adjusted” plans.
Greater sage grouse are
spiky-tailed, ground-dwelling
birds about the size of chick-
ens. They are best known for
the males’ showy displays in
springtime mating dances.
They once numbered in
the millions, but the U.S. Fish
and Wildlife Service now
estimates the population at
200,000 to 500,000. Experts
blame energy development
that broke up the bird’s habitat,
along with disease, livestock
grazing and other causes.
Their range covers about
270,000 square miles in parts
of 11 Western U.S. states and
two Canadian provinces. The
largest concentrations are in
Wyoming, Montana, Nevada
and Idaho.
In 2010, the Obama admin-
istration said the bird would
need protection under the
Endangered Species Act,
which would have brought
restrictions on drilling, min-
ing, ranching and other
development.
But in 2015, the admin-
istration reversed course,
announcing an intricate agree-
ment called the Sage Grouse
Initiative that relied on federal
agencies, states, ranchers and
others to save the bird without
invoking potentially stricter
limits under the endangered
species law.
One tool states planned to
use was requiring developers
— such as energy companies
drilling for oil — to replace
destroyed or damaged habitat
with similar land elsewhere.
The practice is called “off-site
compensatory mitigation” and
is envisioned as a last resort, if
the damage cannot be avoided
or minimized.
But the Bureau of Land
Management, which oversees
about 388,000 square miles of
public land, announced on July
24 that it would no longer use
mandatory off-site compensa-
tory mitigation on most fed-
eral land.

Inmates: State offers
new treatment center
to the mentally ill

can be secured, two physi-
cians’ offices and one coun-
selor office.
The space will allow the
Department of Corrections
to convene nine classes per
week Monday through Fri-
day for mentally ill inmates
in the Behavioral Health
Unit, which will increase
the time outside of cells,
said Capt. Toby Tooley. The
center offers windows, nat-
ural light and soothing tur-
quoise-hued walls to help
enhance inmates’ mood.
In the past three years,
the Department of Correc-
tions has expanded the types
of therapy offered to inmates
from one kind to 19 varieties,
such as cognitive behavioral
therapy, positive psychology
and art therapy, said Gabe
Gitnes, an assistant admin-
istrator at the department’s
behavioral health services.
The department has also
made progress in decreasing
use of force and other met-
rics that contribute to living
conditions.
“The living units are
problematic, but they are not
the entire program,” Green-
berg said. “The department
has been trying to change
culture and has increased
staff-to-resident ratio, and we
share their hope things will
be better and things are bet-
ter than when we first started
working on this.”

“I do it to make kids smile,”
Landwehr said. “It’s for the
kids.”
For Will Chapman, another
member of the Astoria Clowns,
the parade is a family affair.
His dad was a longtime Asto-
ria Clown and wore the same
costume he wears now. His
mom walked ahead of him in
the parade in the LGBT Pride
group. And, as a longtime
Astorian, he saw several old
friends along the way.
“I gave my middle school
teacher candy,” Chapman said.
“He said thanks for the candy.
I said thanks for the math.”
Visitors look forward to the
annual parade, as well. Sue

ble floats included the Colum-
bia River Bar Pilots’ entry, an
antique bar pilot rowboat from
1947, pulled by a truck.
Dan Jordan, a bar pilot in
Astoria, found the boat on
Craigslist two years ago. It had
been taken from a burn pile
and renovated by a man in Cal-
ifornia. Now, in its second year
at the parade, the boat carried
children of local bar pilots.
Jordan estimates it might
be one of the only antique bar
pilot rowboats left in existence.
Another rowboat of the same
kind is featured in the Colum-
bia River Maritime Museum.
“It’s nice to bring a piece
of history back to Astoria,” he
said.

sion comes out of my faith.”
Whyman moved to Gear-
hart from St. Louis, Mis-
souri, with her son and hus-
band two years ago after
visiting the area for 25 years.
“Where Lewis and Clark
started their expedition is
where we moved from and
where Lewis and Clark fin-
ished is where we moved
to,” she said. “Which we
didn’t mean to do, but is kind
of interesting.”
She fell in love with the
environment, the kindness
of the people and how “one
supports one another.”
Eventually,
Whyman
hopes the gallery will be
able to designate a charity
or cause a month to be the
recipients of the proceeds.
This summer, her first recip-
ient will be the Providence
Seaside Hospital Founda-
tion’s campaign to expand
emergency room operations.
The foundation is in the
swing of a $1.5 million fund-
raising campaign that will
help redesign the emergency
department to separate the
triage area from reception,
add more private rooms and
build another trauma bay for
emergency medical calls.
She is close to the proj-
ect on multiple fronts, as her
husband sits on the board of
the hospital foundation, and
overall has supported the
institution’s mission.
“With my target to open
my gallery in the summer
and Providence doing much
of their fundraising in the
summer, it seemed to make
sense,” Whyman said.
After
the
summer,
Whyman hopes to set her
sights on helping local food
banks.
“I love how people sup-
port and encourage one
another for good here,” she
said. “That’s what this is all
about.”
