The initial stage of the data
center project is estimated
to cost $200 million. Cox is
funded by investors based on
milestones reached in the proj-
ect, including the sale of the
property. He will have a 60-day
due diligence period before
buying the land.
Only 4.4 percent of jobs in
the county are related to science
and technology, Cox said, and
1.3 percent are related to com-
puters. In subsequent stages,
Cox envisions a complex where
other technology companies
can locate to take advantage of
the high-speed internet the data
center will require and a part-
nership with Clatsop Commu-
nity College to train technology
workers.
Cox referenced a report by
Google that showed a $1.8 bil-
lion investment in The Dalles
related to the company’s data
centers and more than 1,000
temporary construction jobs.
Data centers have pro-
vided new economic vitality
to rural communities, but have
also driven up housing costs.
In Prineville, a town of 9,200
home to several data centers for
Facebook and Apple, construc-
tion workers have swamped the
local housing market. Rents
increased by 7.8 percent a
year between 2011 and 2016,
the second-fastest rate in the
U.S. after Bend, according to
Associated Press

Chris Clatterbuck, the chief
of resource management at
Lewis and Clark National His-
torical Park, testified Wednes-
day before the Clatsop County
Board of Commissioners as a
private citizen. He asked com-
missioners to consider the
aquatic impacts of data cen-
ters, which use circulated water
to cool servers. He referenced
a Wall Street Journal story that
showed the average midsized
data center can take 130 million
gallons of water a year to oper-
ate, equivalent to 100 acres of
almond trees.
“That water’s coming out
of the Lewis and Clark River,
which is essential salmonid
habitat, which also doesn’t have
a stream gauge on it,” he said.

Rohne said at a Port meeting
on Tuesday. “I think it’s a long
shot, and I hope it works.”
The county commission on
Wednesday approved a 40-acre
conservation easement on Sitka
spruce swamp between Sec-
ond and Ninth streets in War-
renton to offset 4 acres of wet-
land impacts at Fort George’s
development and for the con-
struction of S.E. Bugle Avenue
to the east.
“Hopefully, if we get the
wetlands set-aside resolved,
they can still begin construc-
tion this year,” County Man-
ager Cameron Moore said of
Fort George’s project.

mer county commissioner, has
voiced his doubts about Cox’s
timeline because of federal
permitting issues. Fort George
Brewery purchased 10 acres
south of Cox’s site in early
2016 to build a distribution cen-
ter but has yet to break ground
because of wetland mitigation
issues.

Faced with growing compe-
tition and threats from Russia
and China, the White House
on Thursday said it will cre-
ate the U.S. Space Force as a
sixth, separate military ser-
vice by 2020.
Vice President Mike
Pence told a Pentagon audi-
ence that the plan fulfills Pres-
ident Donald Trump’s vow to
ensure America’s dominance
in space — a domain that
was once peaceful and uncon-
tested that has now become
crowded and adversarial.
“Now the time has come
to write the next great chap-
ter in the history of our armed
forces, to prepare for the next
battlefield where Ameri-
ca’s best and bravest will be
called to deter and defeat a
new generation of threats to
our people, to our nation,”
said Pence. “The time has
come to establish the United
States Space Force.”
Trump marked Pence’s
announcement with a tweet:
“Space Force all the way!”
Trump has called for a
“separate but equal” space
force, a complicated and
expensive move that requires
congressional approval. On
Thursday, Pence said that the
administration will work with
Congress on the plan, and will
outline a budget next year.
Defense Secretary Jim
Mattis has endorsed steps
to reorganize the military’s
space warfighting forces
and create a new command,
but has previously opposed
launching a pricey, new ser-
vice. A new branch of the
military would require layers
of bureaucracy, military and
civilian leaders, uniforms,
equipment and an expansive
support structure.
The Pentagon proposal
delivered to Congress Thurs-
day lays out plans to con-
solidate the Pentagon’s war-
fighting space forces and
make organizational changes
to boost the acquisition and
development of leading edge
technologies.
The Pentagon’s role in
space has been under scru-
tiny because of a recogni-
tion that the United States is
increasingly reliant on sat-
ellites that are difficult to
protect in space. Satellites
provide
communications,
navigation, intelligence and
other services vital to the
military and the economy.
U.S. intelligence agencies
reported earlier this year that
Russia and China are pursuing
“nondestructive and destruc-
tive” anti-satellite weapons for
use during a future war.
