Notice of Measure Election & Receipt of Ballot Title

County of Clatsop
Notice is hereby given that a ballot title for a measure referred by
Astoria School District #1C has been filed with the Elections Offi-
cer of Clatsop County, Oregon on July 31, 2018. The November 6,
2018 election will be conducted by mail pursuant to ORS 254.465.
An elector may file a petition for review of this ballot title in Clatsop
County Circuit Court no later than 5:00 p.m. August 9, 2018 pursu-
ant to ORS 255.155.
Caption: Bonds to increase safety; improve, repair schools; up-
date technology.
Question: Shall District increase safety, repair, improve schools,
classroom capacity; update technology, vocational education; is-
sue $70 million in general obligation bonds?
If the bonds are approved, they will be payable from taxes on prop-
erty or property ownership that are not subject to the limits of sec-
tions 11 and 11b, Article XI of the Oregon Constitution.
Summary: If approved, this measure would finance capital costs,
including projects that:
-- Improve safety and security at every school, which improve-
ments may
Update fire safety systems,
Build secure entries,
Install and upgrade school security and camera systems;
-- Expand classrooms for career/vocational education, improve
science labs;
-- Replace 50 year-old instructional wing at Astoria Middle School
with modern classrooms;
-- Expand classroom space at Astor elementary; and
-- Repair and improve schools, including technology, boilers, roofs
and siding, and by removing asbestos.
The State will provide a $4,000,000 matching grant if voters ap-
prove the bonds. If voters do not approve the bonds, the grant will
be diverted to another school district.
Citizen oversight committee will ensure proceeds are used for pur-
poses indicated.
The bonds may be issued in multiple series; each maturing within
26 years from issuance.
With expiring 2000 bond, the estimated increase in tax rate is
$1.00 per $1,000 of assessed property value over the current
rate. Actual levy rate may differ due to actual interest rates and/or
changes in assessed value.
