Prosecutors
want suspected
Russian agent
kept in jail
WASHINGTON — A
29-year-old woman accused
of being a covert Russian
agent was “likely” in contact
with operatives of the succes-
sor agency to the KGB while
she lived in the United States,
prosecutors said today in court
papers.
Maria Butina had contact
information for people who,
prosecutors say, were employ-
ees of the Russia’s Federal
Security Services, or FSB,
according to the government.
The FBI also observed her din-
ing privately with a Russian
diplomat suspected of being
an intelligence operative, in
the weeks before the envoy’s
departure from the U.S. last
March.
Prosecutors made the alle-
gations in documents made
public before an afternoon
hearing in which a judge will
decide whether to keep Butina
in jail while she awaits trial on
charges of conspiracy and act-
ing as an unregistered foreign
agent for Russia.
Citing her intelligence
ties, the government is argu-
ing that Butina poses an
“extreme” risk of fleeing the
U.S., where she has been liv-
ing on a student visa. In seek-
ing her detention, prosecutors
said Butina’s “legal status in
the United States is predicated
on deception.”
Butina and a Russian offi-
cial messaged each other
directly on Twitter, prosecu-
tors said. One such exchange
occurred a month before the
U.S. presidential election
when Butina said she under-
stood that “everything has to
be quiet and careful.”
They also spoke on Jan.
20, 2017 when Butina sent the
official a photo of her near the
U.S. Capitol on the day Don-
ald Trump was inaugurated as
president. According to court
papers, the Russian official
responded, “You’re a daredevil
girl! What can I say!()” Butina
responded, “Good teachers!”

19 dead, 25 missing as migrant
boat capsizes north of Cyprus
NICOSIA, Cyprus — Nineteen people drowned when a boat loaded with as many as 150
people who were thought to be migrants capsized off the northern coast of Cyprus, a Turkish
Cypriot official said today.
Rescue crews were searching for 25 missing passengers in an area where a passing cargo
ship reported spotting people in the water. The Turkish coast guard said it rescued 103 of the
capsized vessel’s passengers and took them to Turkey.
Thousands of Europe-bound migrants have attempted to cross the Mediterranean Sea from
North Africa this year, a dangerous journey often made in overcrowded and inadequate vessels
procured by human smugglers.
The International Organization for Migration said before the Cyprus wreck that 1,443 peo-
ple died or went missing this year in the Mediterranean Sea route from northern Africa as of
July 15.
Friction between the Italian government and private aid groups that patrol the sea to look for
people in danger ratcheted up Wednesday when a Spanish aid organization shunned an Italian
port for one in Spain. Proactiva Open Arms said it found a survivor and two dead bodies from
a migrant boat wreck on Tuesday, and accused Italy of complicity.
The aid organization accused Libya’s coast guard, which has received training from Italy
and funding from the European Union, of abandoning the three people Monday when it took
158 other migrants from the boat and destroyed it.

tice restricts competition
and reduces choices for
consumers.
The fine, which caps a
three-year investigation, is
the biggest ever imposed on a
company by the EU for anti-
competitive behavior.
It is likely to stoke ten-
sions between Europe and the
U.S., which regulates the tech
industry with a lighter hand
and has complained that the
EU is singling out American
companies for punishment.
Google immediately said it
will appeal. In its ruling, the
EU said Google broke the
rules when it required mobile
phone makers to pre-in-
stall the Google Search and
browser apps if they wanted
to use Google’s app store.
Google also paid big produc-
ers to exclusively pre-install
the Google Search app.
The penalty is on top of
$2.8 billion that regulators
imposed on Google a year
ago for favoring its shop-
ping listings in search results.
The latest fine is well within
Google’s means. Its parent
company, Alphabet, made
$9.4 billion in profit in the
first three months of the year
and reportedly had over $100
billion in cash reserves.

the more authentic Trump ally
in the low-turnout Republican
contest.
The Trump White House
was on Roby’s side.
“It’s been a true privi-
lege to have the support of
the White House through this
campaign,” Roby told cheer-
ing supporters Tuesday night,
her voice cracking with emo-
tion at times. “I am so hum-
bled that the people of Ala-
bama’s 2nd Congressional
District have again placed
their trust and their confi-
dence in me.”
Trump and Vice Presi-
dent Mike Pence endorsed
the four-term incumbent in
recent weeks. The vice pres-
ident went further over the
weekend and recorded robo-
calls distributed on her behalf
saying she’s a reliable vote for
the Trump agenda.

closing days of the 2016 pres-
idential election when she
said Trump’s lewd comments
about women — captured on
an “Access Hollywood” tape
— made him unacceptable as
a candidate for president.

sions used by the president,
which are 31 years old.
Sanders said the contract
sets the total price for the two
completed aircraft at $3.9 bil-
lion. She said that represents a
savings of more than $1.4 bil-
lion from the $5.3 billion ini-
tially proposed.
Trump tweeted in Decem-
ber 2016, after he was elected,
that costs for the program
were “out of control, more
than $4 billion.” He added,
“Cancel order!”
