REQUEST FOR PROPOSALS
Hoffman Construction Company, Construction Manager/Gener-
al Contractor (“CM/GC”) for SEASIDE NEW MIDDLE SCHOOL/
HIGH SCHOOL (“Project”) being performed for Seaside School
District 10 (“Owner”) requests sub-bid proposals for Bid Package
#3 – Façade and Roofing. This bid package includes the follow-
ing: Metal Panels, Roofing, Masonry, Curtainwall & Storefront and
Windows.
A non-mandatory, but strongly encouraged, pre-bid meeting has
been scheduled for July 20, 2018 at 10:00 AM at Hoffman’s office,
805 SW Broadway, Suite 2100, Portland. Those who wish to at-
tend the meeting in Seaside can join online at the jobsite office,
Seaside Heights Elementary School, 2000 Spruce Drive in Sea-
side. All bidders are encouraged to attend the pre-bid meeting in
order to acquaint themselves with the local conditions under which
the work is to be performed and to correlate personal observations
with the requirements of the contract documents. Statements
made at the pre-bid meeting by representatives of the Contractor,
Owner, Architect, Engineers, and/or others are not binding and do
not change the RFP documents or bidding requirements unless
such statements are confirmed by written Addendum to the RFP.
ALL BIDS MUST UTILIZE THE SPECIFIED PROPOSAL FORM
and be delivered, faxed or emailed to arrive at Hoffman Construc-
tion Company, 805 SW Broadway, Suite 2100, Portland, Oregon
97205, Bid Fax 503/221-8888, Email BIDS@hoffmancorp.com, no
later than 2:00 p.m., JULY 31, 2018.
A completed Subcontractor/Vendor Questionnaire including lat-
est year-end safety and financial information must accompany
the proposal unless previously submitted. Questionnaire may
be attached as a separate file or submitted separately. Elabo-
rate proposals or the inclusion of non-essential information e.g.
marketing/promotional material, safety manuals, resumes, etc. is
strongly discouraged. Proposals that are materially incomplete,
do not include current Questionnaire with latest year-end safety
and financial information (unless previously submitted), are direct-
ed to other locations or received after the bid deadline will not be
considered.
Bidders must be properly licensed with the Oregon Construction
Contractors Board (“CCB”) at the time of bid. Bidders are required
to file a $30,000 Public Works Bond with the CCB in accordance
with ORS 279C.836 EXCEPT exemptions allowed under para-
graphs (7) or (8) will not be permitted. Due to the scheduled start
of the work, the $30,000 Public Works Bond must be on file with
the CCB at the time of bid. This is a prevailing wage project. Bid-
ders must comply with requirements of the prevailing wage law in
ORS Chapter 279C. A Contractor Controlled Insurance Program
(“CCIP”) for on-site operations is being provided for general lia-
bility.

locations listed below, viewed and/or downloaded without charge
from www.hoffmancorp.com/subcontractors. Seaside School Dis-
trict 10 office, 1801 S. Franklin Street, Seaside; Seaside Chamber
of Commerce, 7 N Roosevelt Dr, Seaside; Clatsop Community
College, South County Campus, 1455 N Roosevelt Drive, Sea-
side.

dential (R-2). The review will be conducted in accordance with Article 6 and Article 10 of the Seaside
Zoning Ordinance which establishes the review criteria and procedures for a Conditional Use. The
specific review criterion for Vacation Rental Dwellings is included in Section 6.137 of the Ordinance.
18-061SV: A sign code variance request that will allow the Times Theater to provide a 4 foot project-
ing sign above a marquee sign that will project 4 feet over the sidewalk at the corner of Broadway
& Columbia. The subject property is located at 133 Broadway (6 10 21AC TL: 2601) and is zoned
Resort Commercial (C-2). The review will be conducted in accordance with Section 155.94 of the Sign
Ordinance and Article 10 of the Seaside Zoning Ordinance, which establishes the review criteria and
procedures for a sign variance.
A copy of the application, applicable criteria, documents, and evidence relied upon by the applicant
are available for review at no charge. Likewise, a staff report will be available for inspection 7 days prior
to the hearing. These materials can be reviewed at the Community Development Department, 1387
Avenue U in Seaside. Copies of these materials will be provided at a reasonable cost.
All interested persons are invited to attend the meetings and submit oral testimony in favor or in oppo-
sition to the request. During the hearing, individuals that wish to offer testimony will be called to a mi-
crophone by the Chairman of the Planning Commission and asked to state their name and address for
the record before they testify. Written testimony is also welcome and will be submitted to the Planning
Commission at the time of the hearing. Comments may be delivered to the Community Development
Department located at 1387 Avenue U or mailed to 989 Broadway, Seaside, Oregon 97138. A copy of
the application, applicable criteria, documents, and evidence relied upon by the applicant are available
for review at no charge. Likewise, a staff report will be available for inspection 7 days prior to the hear-
ing. These materials can be reviewed at the Community Development Department. Copies of these
materials will be provided at a reasonable cost.
Failure to raise an issue at the meeting, in person, or in writing, or failure to provide sufficient details to
afford the Planning Commission and the applicant an opportunity to respond to the issue may preclude
