Notice is hereby given that a ballot title for a measure referred by
Clatsop County has been filed with the Elections Officer of Clatsop
County, Oregon on July 3, 2018. The November 6, 2018 election
will be conducted by mail pursuant to ORS 254.465. An elector
may file a petition for review of this ballot title in Clatsop County
Circuit Court no later than 5:00 p.m. July 13, 2018 pursuant to ORS
255.155.
Caption: Clatsop County General Obligation Bond Authorization
for Jail Facility Improvements.
Question: Shall the County issue general obligation bonds not
exceeding $20,000,000 to remodel the Oregon Youth Authority fa-
cility for a jail? If the bonds are approved, they will be payable from
taxes on property or property ownership that are not subject to the
limits of sections 11 and 11b, Article XI of the Oregon Constitution.
Summary: Passage of this Measure would fund capital construc-
tion and improvements including:
1. Remodel of old Oregon Youth Authority facility for administrative
spaces and construct a modern and efficient jail with 148 beds;
2. Create program space to improve drug, alcohol and mental
health treatment;
3. Create appropriate classification options to improve safety and
security for staff and inmates;
4. Create appropriate housing options for those with contagious
diseases, mental health issues or disruptive behaviors.
These improvements are intended to enhance community safety
by providing space to hold offenders who are unwilling to comply
with the orders and rules of the Courts, programs, treatment and
Parole and Probation. These improvements would eliminate the
routine release of inmates prior to their initial arraignment or sen-
tence completion.
The annual cost is estimated to be approximately 21 cents per
$1,000 assessed value, equal to approximately $42.00 per year
for property with an assessed value of $200,000.
Bonds would mature in not more than 21 years from date of issu-
ance and may be issued in one or more series.

REQUEST FOR PROPOSALS
Hoffman Construction Company, Construction Manager/Gener-
al Contractor (“CM/GC”) for SEASIDE NEW MIDDLE SCHOOL/
HIGH SCHOOL (“Project”) being performed for Seaside School
District 10 (“Owner”) requests sub-bid proposals for Bid Package
#2 – Concrete Foundation, Underslab Utilities, Waterproofing
and Elevators. This bid package includes the following: Struc-
tural Concrete Foundation, Underslab Electrical, Telecom & AV,
Underslab Plumbing, Waterproofing, & Elevators.
Concrete Bidders are hereby advised that an affiliate of Contractor
intends to submit a proposal for the concrete work (Bid Item #1) in
response to this RFP. Sealed bids, utilizing the SPECIFIED PRO-
POSAL FORM, shall be delivered in sealed envelope to Hoffman
Construction Company, 805 SW Broadway, Suite 2100, Portland,
OR 97205, marked: “SEALED BID: SEASIDE BP #2 – Concrete
Foundation, Underslab Utilities, Waterproofing and Elevators” and

A completed Subcontractor/Vendor Questionnaire including lat-
est year-end safety and financial information must accompany
the proposal unless previously submitted. Questionnaire may
be attached as a separate file or submitted separately. Elabo-
rate proposals or the inclusion of non-essential information e.g.
marketing/promotional material, safety manuals, resumes, etc. is
strongly discouraged. Proposals that are materially incomplete,
do not include current Questionnaire with latest year-end safety
and financial information (unless previously submitted), are direct-
ed to other locations or received after the bid deadline will not be
considered.
Bidders must be properly licensed with the Oregon Construction
Contractors Board (“CCB”) at the time of bid. Bidders are required
to file a $30,000 Public Works Bond with the CCB in accordance
with ORS 279C.836 EXCEPT exemptions allowed under para-
graphs (7) or (8) will not be permitted. Due to the scheduled start
of the work, the $30,000 Public Works Bond must be on file with
the CCB at the time of bid. This is a prevailing wage project. Bid-
ders must comply with requirements of the prevailing wage law in
ORS Chapter 279C. A Contractor Controlled Insurance Program
(“CCIP”) for on-site operations is being provided for general lia-
bility.
